GRAMIN DAK SEVAKS CHEATED BY RECOGNISED GDS UNION

Who is trying to create confusion among GDS Fraternity by spreading false news and false propaganda?

Where is the “Respectful Agreement” of Recognised GDS Union of Mahadevaiah?

Mahadevaiah’s recognised GDS Union claimed that he has signed a “Respectful Agreement with Department by agreeing for separate committee for GDS. Thus with the permission and approval of Mahadevaiah’s Recognised GDS Union, Government excluded GDS from 7th CPC.

NFPE, FNPO and JCM Staff side Demanded inclusion of GDS under 7th CPC. Mahadevaiah wrote to the Department not to allow NFPE & FNPO to take up GDS case. 

Thus Mahadevaiah’s Recognised GDS Union alone is responsible for Government’s refusal to include GDS under 7th CPC and Grant of Civil Servant Status.

Mahadevaiah is now telling that he will organize agitiational programmes for inclusion of GDS under 7th CPC. 

After signing “Respectful Agreement” agreeing for separate committee what is the need for playing another Drama for inclusion in 7th CPC . 

Who is cheating the GDS? Who is creating confusion among GDS? 

Who is spreading False News? 

Recognised GDS Union has lost its credibility.

AIPEU-GDS (NFPE) IS THE ONLY GDS UNION FIGHTING FOR THE CAUSE OF GDS JOINTLY WITH NFPE

7 CPC-- Visit Bengaluru between 25th to 27th August 2014

The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.
In its second phase of interaction, the Commission plans to hold meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a firsthand impression about the functioning and the condition of service prevailing in different parts of the country.
Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Bengaluru between 25th August and 27th August 2014. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.
Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in . The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail. An early response in this regard would facilitate proper scheduling of the meetings.

  Sub: Memorandum of Interim Relief and merger of Dearness allowance.

            The National Secretariat of the Confederation of Central Government employees and workers places on record its appreciation over the efforts of the Staff Side,  JCM,  National Council in preparing and submitting the memorandum to the 7th Central Pay Commission, which has received the widest acceptance and admiration of the Central Government employees. Since the last date for submitting the Department-specific memorandum has been got extended by your efforts uptill 31st July, 2014, the first phase of our endeavour and interaction with the 7th CPC will come to a conclusion in a few days’ time.

       I have been directed by the National Secretariat of the Confederation which met on 17thJuly, 2014 to solicit your kind reference to the memorandum submitted by the Staff Side on behalf of all Federations, Unions, Associations on Interim Relief and merger of Dearness allowance.  We are of the view that the Staff Side, in pursuance of the said memorandum, must seek an audience with the Pay Commission immediately to know the course of action the Commission would like to take in the matter.  We must also seek an appointment with the honourable Finance Minister thereafter so as to ensure that a decision on our demands is taken by the Government without any further delay.  We hope we need not emphasise the fact that the Central Government employees do expect financial benefit on this score as the erosion in the real value of wages as on date is phenomenal.

WORK SHOP on CIS at PLI Dte

WORKSHOP ON CORE INSURANCE SOLUTION HELD AT PLI DIRECTORATE ON 17/7/2014

PLI Directorate invited NFPE to participate in the work shop on Roll out of Core Insurance Solution and creation of Central Processing Centre. The above workshop was held at PLI Directorate New Delhi on 17.07.2014. On behalf of NFPE Com. N. Subramanian, Deputy General Secretary AIPEU Group ‘C ’& Com. Pranab Bhattacharjee General Secretary Admin union attended. The CGM (PLI) inaugurated the work shop. The General Manager (PLI) and Addl.GM (PLI) have conducted the work shop and clarified the doubts raised by the participants.

The following points have been emphasized and highlighted by the NFPE.

1.      While welcoming the CPC under Core Insurance Solution, the NFPE strongly demands that all Circle offices/ Regional offices shall be allowed to function as CPCs.
2.      As all the HPOs are proposed to function as CPCs, provision of additional staff has been insisted to handle the additional work related to CPCs such as Acceptance of Proposals, Issue of Policy documents & Premium Receipt books, Loan, Surrender, Maturity, Death Claim and other Customer Services like Change of address, Nomination etc.
3.      Supply of New Computers, Scanners and Printers with good configuration & Furniture has been demanded and it was replied that all the above items are to be supplied on priority basis. The proposed Scanners will have the facility of OCR technology (Optical Character Recognizer) to reduce the typing work to a greater extent.
4.      After introduction of CPCs, the visiting customers will be more to avail many “After Sales Services”, it is imperative to allot funds and enhance financial powers to Head Postmasters to cater the need of hospitality par with the trend prevailing with market competitors. The idea insisted by NFPE is positively cognized.
5.      The delay in payment of incentive to GDS and Departmental staff was pointed out and it was assured for necessary action. It was told to the union that Ministry of Finance has been addressed for the allotment of additional fund to clear all the pending bills at various levels.
6.      The issue of slow speed and low bandwidth in respect of CBS is already prevailing and if the core Insurance Solution is hastily implemented with the existing infrastructure, the staff will be put in to greater trouble and strain was the argument put forth by NFPE. It is replied that the implementation of CIS is being delayed to sort out the above problem and it would be set right soon. Smooth transition to Mc Camish would be the aim as replied.

The Department sought better cooperation in the implementation of Core Insurance Solution and creation of Central Processing Centre. We assured positively.

President of India inaugurates bank and Post office at their new locations in the President’s estate 
The President of India, Shri Pranab Mukherjee inaugurated the President’s Estate Branch of United Bank of India and Rashtrapati Bhavan Post Office in their new buildings today (July 24, 2014).
The President’s Estate Branch of United Bank of India was established on February 28, 1976 and inaugurated by the then President of India, Late Dr. Fakhruddin Ali Ahmed.
The Rashtrapati Bhavan Post Office started functioning as Viceroy’s Camp Post Office at Shimla on June 10, 1904. In 1948, it was renamed as Governor-General Post Office and in 1950, it was again renamed as President-Camp Post Office. On December 7, 1950 it got its present name. This Post Office caters to the needs of President’s Secretariat as well as residents of the President’s Estate.
The Bank and Post Office were relocated from a heritage building as part of measures to implement the Comprehensive Conservation Management Plan for the President’s Estate. A fitness centre for the staff of the President’s Estate was also inaugurated by the President today.

Award to Industrious Government Staffers 
The Department of Personnel & Training (DoPT) has instated a non-monetary incentive scheme titled ‘Employee of the Month‘ with effect from October, 2013 to recognize meritorious performance of employees of the rank of Under Secretary and equivalent and below in the Department.

DoPT had organized a retreat for its officials at the level of Deputy Secretary and above in October, 2013 at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. This Department has informed other Departments of Government of India about this retreat as one of the best practices introduced in DoP&T.

In accordance with Innovation Action Plan, DoPT has installed ‘Idea Boxes’ in the Department to solicit ‘out of the box’ solution to various issues. This Department has informed other Department of Government of India about the installation of ‘Idea Boxes’ as one of the best practices introduced in DoPT.

Special Arrangements Made for Accepting Returns of Income;
Offices to Remain Open on 26th July and 27th July, 2014, Being Saturday and Sunday, for Accepting the Returns During Normal Office Hours
 

For the convenience of the taxpayers, the Income Tax Department has decided to keep the offices open for accepting the returns of income during normal office hours on 26thJuly and 27th July, 2014, being Saturday and Sunday. This direction has been issued by the Central Board of Direct Taxes (CBDT) in exercise of powers conferred under Section 119 of the Income Tax Act, 1961. Special arrangements have also been made by way of opening additional receipt counters, wherever required, on 26th, 27th, 28th, 30th and 31stJuly, 2014 in order to facilitate the taxpayers in filing their returns of income conveniently and in a timely manner.
            The due date for filing of return of income within the meaning of Explanation 2(c) to Section 139(1) of the Income Tax Act, 1961 is 31st July, 2014.

ALL CENTRAL GOVERNMENT EMPLOYEES WILL HAVE TO COMPULSORILY SUBMIT THEIR ASSETS AND LIABILITIES

All Central Government employees will now have to compulsorily submit a detailed report on their properties and debt owed by them…

Already, each year, the Group-A officials are required to submit information about the immovable properties owned by them. Now All categories of Central Government employees too have been asked to submit these details. The DOPT has issued relevant orders to this effect.

The Government has issued this order in accordance with the Lokpal rules. According to this rule, Central Government employees will now have to submit all details regarding the cash-in-hand, bank investments, share certificates, stocks and bonds, mutual fund investments, insurance policies, P.F. details, loans, motor vehicles, gold and silver ornaments, and precious metals, to the Government.

The employees have to also submit details of movable and immovable properties owned by their spouses and children. Application forms will be given to all the employees, to be filled up and submitted before the 31st of July for each financial year.

There are more than 50 lakh Central Government employees, including IAS, IPS and IFS officers, all over the country. All of them will have to henceforth submit details of their properties. If the total property owned by the employee is less than his/her four months’ basic salary, or if the total amount is less than Rs. 2 lakhs, then he/she could be considered for exemption from submitting the information.

Those who have already submitted the details will have to re-submit the form for the current financial year on or before September 15, 2014. Information also has to be furnished about the properties owned by the spouse and children.

On January 1, President Pranab Mukherjee gave his approval for the Lokpal Act and regulations. Following this, amendments were made to the Lokpal Act to make it compulsory for all Central Government employees to furnish their property details.

DRAFT – Pension Fund Regulatory and Development Authority (Pension Fund) Regulations, 2014

1. The PFRDA Act was passed by Parliament on Sep/19/2013 and notified on Feb/01/2014. In accordance with section 52 of the Act, the Authority may, by notification make regulation consistent with the Act and rules made thereunder for carrying out the provisions of the Act.

2. “Pension fund” is defined under Section (2) (l) of the Act as “intermediary which has been granted a certificate of registration under sub-section (3) of section 27 by the Authority as a pension fund for receiving contributions, accumulating them and making payments to the subscriber in the manner as may be specified by regulations”.

3. The objective of these Regulations is to standardize and to provide regulatory framework for Pension Fund (PFs) that would provide interalia criteria for registration, capital adequacy, code of conduct, obligation and responsibilities etc. Further, the regulation would ensure an effective procedure for inspection and audit to protect the interests of subscribers.

4. Therefore, in order to safeguard the interest of the subscribers, PFs as an intermediary, through this regulation, are required to adopt high level of standard practices that requires compliance with standards for internal control and operational conduct, with the aim of protecting the NPS assets, proper management of risk and generation of optimum returns.

Public comments are invited on the draft regulations on Pension Fund Regulatory and Development Authority (Pension Fund) Regulations, 2014 . HUNGER FAST BEFORE DAK BHAVAN, DELHI ON CASUAL,
CONTINGENT WORKERS DEMANDS BY NFPE

            It was decided to hold ‘HUNGER FAST’ before director General Post office DAK BHAVAN on 12.08.2014 from 10.00 AM to 5.00 PM for settlement of long pending demands of our Casual labour & contingent workers.

            Even though the committee report was submitted long back, the file in delly dolling between DOPT & DOP.

1. One order regarding regularisation of Casual workers recruited even though irregularly against post before 2006 and working since 10 years basing on Supreme Court Judgement was issued. Copy of the order is enclosed. Please ensure that the order is implemented in true sprit with the help of NFPE divisional secretaries.

2. On 12.8.2014 evening at 17.00 hours, central working committee meeting will be held in NFPE office located at North Avenue Post Office Building to review the situation.

3. In that meeting the decision of all unions on the 7th pay commission and our demands and conducting our All India Conference will be decided.

            All are requested to attend in large number on 12th August 2014 to Delhi and participate in Hunger Fast and make it grand success.
