CABINET DEFERS DECISION ON PENSION REFORMS BILL

            Amid differences among allies, the government on Thursday deferred a decision on the changes in the crucial Pension Fund Regulatory and Development Authority Bill, 2011.

            “It (the PFRDA Bill) was taken up and deferred”, said a Minister after the Cabinet meeting in New Delhi.

            Among the UPA allies, Trinamool Congress has been quite vociferous in opposing the pension and insurance reforms.

            Railway Minister Mukul Roy, who represents TMC in the UPA government, did not speak on the issue during the Cabinet meeting, sources said.

            The Cabinet, as per the agenda, was scheduled to approve changes in the PFRDA Bill in light of the recommendations of the Standing Committee on Finance, to pave way for passage of the bill in Monsoon session of Parliament next month.

The Cabinet, sources said, was required to take a view on the proposal of ensuring assured returns to pension fund subscribers, as suggested by the Committee, headed by senior BJP leader Yashwant Sinha.

            The PFRDA Bill, which has been pending for several years, seeks to open the pension sector to private sector and foreign investment.

            The proposed legislation was introduced in the Lok Sabha on March 24, 2011.

The PFRDA Bill provides for establishment of a statutory authority to undertake promotional, developmental and regulatory functions in respect to pension funds.

            Interim PFRDA is functioning since 2003 through an executive order.

            PFRDA, set up as a regulatory body for pension sector, is yet to get statutory powers as the Bill pertaining to that effect lapsed in Parliament with the expiry of last Lok Sabha in 2009.

PROCUREMENT OF BICYCLE FOR POSTMEN

            The Department intends to provide specially designed bicycles to the Postmen all over the country during 12^th Five Year Plan to help delivery staff carrying the mail of various sizes of articles in their beats for delivery to the public.

            It is proposed to design and develop the box of fiberglass or any other light weight durable material for carrying the mail/articles to be attached with the postal bicycle.

            A committee has been constituted comprising of PMG, Agra Region, Agra as a Chairperson, Director Postal Service (Mails & Speed post), O/o CPMG, Delhi Circle, Director (MV), Mail Business Dn. Postal Directorate and two representative of recognized postmen service unions, Shri. I.S.Dabas, General Secretary, AIPE, Postman & Group 'D', NFPE and Shri T.N. Rahate, General Secretary, N.U.Federation of National Postal Organizations are nominated as members who will look into the design, development of the bag/box of fiberglass/PBC or any other light weight durable material for carrying the mail/articles to be provided  with the postman bicycles.  The bicycles design should also look like as the brand ambassador of Department of Posts.

            The committee will submit their report within 3 months.

Circle Secretaries should ensure participation of delegates and they may give responsibility to other office bearers for Parliament March on 26^th July 2012. Accommodation has been booked in Hindu Maha Sabha Bhawan near CHQ for the participants  coming from for away circles.

 

            NFPE All India Convention:- Federal Secretaries decided to organize an All India Convention on 26-07-2012 at New Delhi Convention will start at 2.30 P.M. Venue & programme will be intimated later. Those delegates participating in the Parliament March should also attend the all India

            C.W.C. At Trivendram:-CWC of our Union is scheduled to be held at Trivandrum from 21^st July to 22^nd July 2012.  All CWC members are requested to book their up and down tickets in advance to avoid inconvenience.  All should book their return tickets from Trivendrum to New Delhi to participate in Parliament March and NFPE Convention and GDS on 26^th and 27^th July2012P-IV Divisional/Branch Secretaries should make all efforts for joining the maximum number of GDS employees in their divisions to the new GDS union.

        Association Membership to AIPEU GDS (NFPE): Federal Secretaries has decided to grant associate membership to the newly formed AIPEU GDS (NFPE) All Circle /Divisional unions of NFPE are requested to extend full cooperation and support to AIPEU GDS (NFPE).

PARLIAMENT NEWS: CLARIFICATION ON FAMILY PLANNING ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES

This information was given by MINISTER OF STATE FOR HEALTH & FAMILY WELFARE SHRI SUDIP BANDYOPADHYAY in written reply to a question raised (Shri S.SEMMALAI – 790) in Lok Sabha on 25.11.2011 regarding the FAMILY PLANNING ALLOWANCE to Central Government employees.

Age limit is prescribed for eligibility to receive the Family Planning Allowance..?

In the case of a male Central Government employee he should not be over 50 years and his wife should be between 20 to 45 years of age. In the case of a female government employee she must not be above 45 years and his husband must not be over 50 years of age. 

FAMILY PLANNING ALLOWANCE FOR STERILISATION
Question :-

(a) whether Central Government Employees undergoing sterilization operation are paid family planning allowances;

 
(b) if so, the details thereof; 

(c) whether any age limit is prescribed for eligibility to receive the allowance;

 
(d) if so, the details thereof; 

(e) whether the cases of fraudulent sterilization of unwilling persons and swindling of incentives money have come to light; 

(f) if so, the details thereof; 

(g) whether any enquiry has been initiated by the Government; and 

(h) if so, the action taken against those found guilty? 

ANSWER :-
THE MINISTER OF STATE FOR HEALTH & FAMILY WELFARE(SHRI SUDIP BANDYOPADHYAY) 
(a) & (b):   Central Government employees are granted special increment in the form of personal pay for undergoing sterilization operation after two/three surviving children. Such admissible personal pay will not be absorbed in future increases in pay either in the same post or on promotion to higher posts. 
(c) & (d):    Yes. The employees must be within the reproductive age group. In the case of a male Central Government employee he should not be over 50 years and his wife should be between 20 to 45 years of age. In the case of a female government employee she must not be above 45 years and his husband must not be over 50 years of age. 
(e) to (h);    No. Does not arise.
