Confederation writes to JCM (NC) Staff Side to hold strike ballot by end of January, 2016

Dear Comrade,

Kindly refer to your circular letter of 21st December, 2015 wherein you have reiterated the decisions taken at the meeting of the NJCA on 8th December, 2015.  We have already  advised our affiliates to carry out the programmes slated for 30th December, 2015 and 19 to 21st January, 2016.  The employees have realized that the report of the 7th CPC is  the worst  ever in the history of wage revision of the Central Govt. employees.  They have also realized that a show down is inevitable to  change the situation. 

We feel in the given situation, it is the bounden duty of NJCA to provide leadership, unite the employees and lead the struggle, which alone can bring about tangible improvements. Though for the Confederation and its affiliates, strike ballot is not mandatory, we shall go through the process for it will enable our State and District level leaders to explain the various retrograde recommendations of the 7th CPC to the rank and file of the membership.

We, however, feel that the strike ballot, if taken say by the end of January, will help us to create a salutary impact at the time of discussions.  We also feel that the Government might hold consultation with us only once at the level of the Cabinet Secretary.  Besides, As per the decision  of the meeting of NJCA of 8th December, 2015, we are to  conclude the negotiation with the Government by the first week of February so that we would be able to declare the date of strike in the slated meeting of the NJCA on  8th Feb. 2015.  In the circumstance, we suggest that the decision for the strike ballot may be taken immediately and the same is concluded by the end of January, 2016 i.e., before the declaration of the date of commencement of indefinite strike. You may kindly hold discussions with the NJCA members over the phone and if agreed upon take appropriate decision to hold the strike ballot by the end of January, 2016.

We make this request for it may pose some difficulties for us to go in for the strike ballot later than January. 2016.

1.5 percent extra growth needed to grant wage hikes: Jaitley 


The government is ready to have a dialogue with the trade unions on wage increases, but the country needs to grow by an extra 1-1.5 percent so that it can sustain wage hike and other benefits given to workers and the poor, Finance Minister Arun Jaitley said on Wednesday.

"Our GDP growth of 7.5 percent is at a time when the world is experiencing global slowdown. We need to increase our growth rate. We have to at least increase it by 1-1.5 percent," he said at a felicitation function organised by the Bharatiya Mazdoor Sangh.

"In the coming year, there would be a burden of Rs 1.02 lakh crore of Seventh Pay Commission, OROP (one rank, one pension) burden is also there. That burden can be sustained only when there is increase in economic activity. Because of increased economic activity, government revenue and resources will go up," the finance minister said.

Noting that wages or bonus can only be increased when the government and private sector have the required resources, Jaitley said the minimum wages of labour should, at the least, be respectable and allow for inflation.

He asked the BJP-affiliated BMS to support the growth-oriented policies of the government, which will, in turn, take care of all their reasonable demands.

Central Government need to pay attention to the flaws of the 7th Pay Commission report

The statistics reveals that there are 88 % of total strength of Government servants are in Group ‘C’ Category.
Obviously those who are representing these 88% at the Forums which are constituted to negotiate with concerned Departments and Government about their issues are capable of weighing the advantages and disadvantages of recommendations of 7th central pay commission.
The Staff Associations and Workers federations are the one who are representing Group C and Group B at various levels of negotiating forums know the plights and facts of government servants more than anybody. They in fact never utter a word of praise on 7th CPC recommendations since the day the report was submitted to the Finance Minister.
National Council JCM and Confederation described it as Retrograde recommendations, unexpected and un acceptable. They declared that all the central government employees are upset and dis satisfied since many of their demands were not considered by 7th pay commission.
1. Pay Scales and allowances are arrived by multiplying 2.57, just 14.29 % increase over existing pay and Allowances after DA neutralization.
2. The rate of HRA has been abruptly reduced, 
3. Payment of CCL has been reduced for second 365 days. 
4. Same confusion in MACP continues, 
5. Uncertainty in Pension benefit in NPS continues.
6. Existing Pension provisions are left un touched. None of the proposals submitted by Pensioners Associations are not considered. 
7. Minimum Pay is very much less; Maximum Pay is lavishly higher. [Minimum Rs.18000 – Maximum Rs.275000]
8. Gap between Minimum and Maximum Pay is not reduced, but unfortunately increased. [In sixth CPC it is 1:12 , 7th CPC Recommends 1:14]
9. All the Pay commission reduced the number of pay scales but 7th Pay commission maintained the existing pay scales, 
10. 55 Allowances are abolished, No new allowances are introduced, 
11. Same 3% increment continues, NCJCM demand for Two Increment Days 1st January and 1st July is not considered
12. No considerable benefit on Promotion,
13. Interest free advances including LTC advance are abolished, 
14. Except the introduction of New Pay Matrix, nothing new in the recommendations of 7th Pay commission
15. Again uniform Multiplication factor was not applied for arriving Entry Pay for various Grades.
Low value for Lower Grades high value for higher Grades. Again the disparity in arriving Entry Pay is maintained by 7th CPC also.
What sixth CPC had recommended in some cases, what Government has suggested in some issues, what the Department has told, that has been just followed by the 7th Pay commission.
So the Central government employees are expecting the Government to pay attention to the concerns of Govt servants in respect of some recommendations of 7th pay commission which need to be addressed to boost the morale of the Central Govt staffs.
The constituents of NCJCM already formed National Joint Council of Action (NJCA) to invite the attention of Central Government through agitation Programmes to settle their demands. Now they modified their charter of demands to include the issues regarding 7th Pay Commission recommendation and cautioned that unless it is not settled before March 2016, they will be going for indefinite Strike.
Department has launched issue of Post-Terminals (POTD Devices) to BPMs on pilot basis on 28.12.2015 in the states of U.P, Rajasthan and Bihar as part of implementation of RICT ( Rural Information & Communication Technology).

 Bank employees go on strike

Around 340,000 bank employees across the country would strike work on January 8 to protest the violation of bilateral settlement by the five associate banks of the State Bank of India (SBI), a top leader of All India Bank Employees’ Association (AIBEA) said.

3,40,000 Bank Employees Go on a Strike on January 8 – The five associate banks of the SBI are State Bank of Mysore, State Bank of Patiala, State Bank of Hyderabad and State Bank of Bikaner and Jaipur.
Chennai – Around 340,000 bank employees across the country would strike work on January 8 to protest the violation of bilateral settlement by the five associate banks of the State Bank of India (SBI), a top leader of All India Bank Employees’ Association (AIBEA) said here.

The five associate banks of the SBI are State Bank of Mysore, State Bank of Patiala, State Bank of Hyderabad and State Bank of Bikaner and Jaipur.

“Nearly 340,000 bankers would strike work on January 8. The strike is to protest against the violation of bilateral settlement by the five associate banks of SBI and their attempt to force unilateral service conditions on employees,” CH Venkatachalam, AIBEA general secretary, told IANS here on Monday.

According to him, it is the AIBEA that has given the strike call.

Explaining the rationale behind the strike call, Venkatachalam said the service conditions in the SBI are different and based on the agreement between the SBI management and the employees’ union.

On the other hand, the service conditions of the five SBI associate banks are common with those of other banks.

“In May 2015, a common settlement was signed between Indian Banks’ Association (IBA-management body) and All India Bank Employees’ Association (AIBEA) which defined the duties and remuneration of the employees for undertaking various jobs in the banks,” Venkatachalam said.

He said the five SBI associate banks are parties to the settlement and hence governed by the settlement terms.

“But the managements of the five associate banks are implementing the service conditions of the SBI, which is illegal and violation of the settlement,” he said.

Asked why the strike has been called early in the year, he said the union had deferred the strike call given for December 1 and 2, 2015, on the intervention of deputy chief labour commissioner, Delhi.

“The bank management is forcing its rules without any discussion with the unions from the New Year onwards and hence we are forced to respond,” Venkatachalam said.

GOVT. CONSIDERING GRATUITY FOR NPS SUBSCRIBERS

NEW DELHI: The communications and IT ministry is set to a launch a slew of schemes on December 28 that will seek to digitally connect rural post offices across the country and enable core banking facilities at 12,000 other post offices.

The ministry will also announce a programme to set up over 1,000 ATMs in three months for the convenience of post office savings bank customers.

Communications and IT minister Ravi Shankar Prasad will launch the schemes to mark the 'Good Governance Day'.

The ambitious project to digitise all transactions made by postmen in rural India will include equipping branch postmasters with solar powered, biometric hand-held devices.

It will be launched at three pilot circles in Uttar Pradesh, Bihar and Rajasthan. A senior government official told ET that the Good Governance Day will hence be a critical date for the government to measure its success in digitising governance and for setting new digitisation goals. The official said the government's attempt to mark the day on December 25 last year had become controversial and it was thus decided to shift it to December 28. "By March 2017, 1.30 lakh hand-held devices will be made available across rural branch offices. This instrument will revolutionise lives of people across villages," the official said.

Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationary will be done through these devices and paper receipts will be generated instantaneously, the official said. "All financial transactions shall also be reconciled immediately and cash on delivery amount collected in the village will be immediately credited to the account of e-commerce company," the official said.

These devices will also facilitate biometric authentication of social security beneficiaries at the time of pay-out, "reducing leakage in the scheme", the official said.

The postal department has clocked revenue of Rs 980 crore in 2015 through cash on delivery and the figure is likely to cross Rs 1,500 crore by the end of the current financial year, the official said. The postal department has also set up 57 integrated state-ofthe-art parcel centres for booking, processing and delivery of ecommerce parcels.

The official said the postal department has this year offered more than 57,000 policies under the PM Suraksha Bima Yojana, PM Jeevan Jyoti Yojana and Atal Pension Yojana to post office savings bank account holders.

Dear Sir,

                The “National Co-ordination Committee of Pensioners Associations” is the apex organization of the various Central Government pensioners Associations viz, the pensioners Associations in the Railways, Defence, and Postal, BSNL and erstwhile Telecom department and other Central Government Departments.  The need for such an all India organization was felt by the Pensioners Associations functioning either at the regional or State levels or at the Departmental levels to channelize the common grievances of the Central Government pensioners in the country.  In the founding convention that was held at Jaipur, Rajasthan, in 2008, Com. U.M. Purohit, the then Secretary, Staff Side National council and the President of the All India Railwaymen Federation was elected as the Patron   along with  Shri V.A.N.Namboodiri, the erstwhile Secretary General of the BSNL Employees association.  Shri R.L. Bhattacharya, former Secretary General of the National Federation of Postal Employees took over as the President and Shri S.K. Vyas, a  long time Secretary General of the All India Audit and Accounts Association and a Sanding Committee member of the National Council, JCM, right from its inception  was elected as the first Secretary General.  All these leaders were veterans of the Trade Union movement of the Central Government employees and had the rich experience of formulating the demands and issues of the employees including their retirement benefits before the successive Pay Commissions. 

                Due to the sad demise of both Shri. U.M. Purohit and Shri S.K.Vyas in succession, and due to the failing health of Shri R.L. Bhattacharya, the all India Conference of NCCPA which was held at Kolkata elected Shri Shiva Gopal Misra, the Staff Side Secretary of the JCM. National Council  as the President and shri K.K.N. Kutty, former Secretary General of Income-tax Employees Federation for many years and presently a member of the Standing Committee of the National council as the Secretary General.  Shri R.L. Bhattacharya and Shri V.A.N. Namboodiri were requested to be the patrons to help and advise the functioning of the NCCPA.  

                The NCCPA in its functioning as an apex organization of all Central Government Pensioners in the country during its short period of existence  has been able to channelize the grievances and demands of the pensioner in general before the authorities.  The NCCPA’s memorandum to the 7th Central Pay Commission stand testimony to this fact.  The Staff Side, JCM which submitted an elaborate memorandum on all issues concerning both the working employees and pensioners had almost adopted the views and suggestions made by the NCCPA in respect of retirement benefits.  Not only did it try to present the demands of the pensioners before the Government and other agencies effectively, it could through frequent interaction with its affiliates bring home the points of view of the Government expressed through the official side and the constraints of the Government in meeting out certain demands despite appreciating the genuineness of them. In fact it functioned as an effective conduit, beneficial for all concerned.   The democratic manner of the functioning of the NCCPA  gives room for all to express and advance their views and take decisions on the basis of a consensus.

                We write this to bring to your kind notice that while many of our affiliates and the State level organizations do receive communications from the Ministry of Pension asking them their views on matters concerning pension, the NCCPA was not favoured with a formal communication to enable us to present before the Ministry the consensus view of the Pensioners at large.  Recently the Department of Pension solicited the views of the pensioners on the question of linking Aadhar Card with pension payment and their suggestions on the recommendations of the 7th CPC.  While it is highly appreciated that the Government and the Department of Pension solicit the views of even smaller organizations, we strongly feel that it would have been equally good, if not better, to elicit the views and opinions of the Apex organizations like NCCPA whose submission by virtue of its very functioning shall have a pan-Indian touch; tempered  by reasonableness and generality of approach.  It is the avowed endeavor of NCCPA to build bridge between the Government and the Pensioners and discuss the issues and problems in a conducive atmosphere and arrive at conclusions mutually beneficial. 

                In this background, May we request you to kindly register our name in your list of Pensioners organizations to seek out our opinions and views on various pensioner-related matters, invite us formally for attending the seminars, conventions, conferences and meetings, organized by the Department of Pension in frequent intervals.

DOPT exempted the parents of differently abled children from the mandatory transfers

Key initiatives of the Department of Personnel & Training (DoPT)

YEAR ENDER 2015

The Department of Personnel and Training (DoPT) has taken various initiatives during the year 2015. These initiatives aim at working in the direction of larger public interest and to establish accountability and transparency.

In a landmark decision, the Government scrapped Interviews for recruitment to lower posts wherever it could be dispensed with. This was followed by the Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh writing D.O. letters to Chief Ministers of all States in September to take the lead in carrying forward this initiative with respect to State Government jobs.


The discontinuation of interviews will not only be in larger public interest but would also offer a level playing field and benefit youth hailing from the lower socio-economic strata. Interviews will be dispensed with for all Group C and Group D posts which are now reclassified as Group C posts. Interview would also be discontinued for non-gazetted posts of Group B category. The process of doing away with interview for these posts will be completed by 31.12.2015. In those cases pertaining to non-gazetted Group B posts and Group C & D posts, where Recruitment Rules specify the process of selection which includes conduct of interview, the Ministries/authorities concerned will take necessary steps to carry out the requisite amendment to the Recruitment Rules immediately. Necessary directions have also been issued to the Staff Selection Commission in this regard.

In a big relief to the common people, the DoPT discontinued the practice of submission of affidavit by the family members of deceased Government employees for the appointment on Compassionate grounds. Now they are required to submit self-declaration at the time of applying for compassionate appointment. It will ensure fast process of compassionate appointment and help family members of deceased Government employee immensely.

For the first time in the history of the Indian Administrative Service (IAS), the Officers of 2013 batch of IAS were posted as Assistant Secretary in the Central Secretariat for a period of three months. Exposure to Central Government functioning will provide insight into policy formulation at the Centre to these officers. These officers left for their field posting with a macro picture of such policies which will help them in effective implementation of the schemes keeping citizen at the centre.

In another novel initiative, the DoPT has started Yoga camps for the Central Government employees and their dependents. The Yoga training sessions are conducted in 29 locations (26 Samaj Sadans of Grih Kalyan Kendra and 3 other places) in Delhi and 12 Samaj Sadans of Grih Kalyan Kendra outside Delhi. Approximately 1900 individuals are benefiting from this scheme per day. With this initiative, the employees would be able to de-stress themselves and also take control over various lifestyle diseases like obesity, hypertension, Hyperglycemias etc. The healthy & happy employees would be able to perform more effectively in their office work.

The Department has also started an innovative scheme for the training of the cutting edge level employees of the State Governments. In the first phase, masters trainers are being trained by the ATIs in collaboration with DoPT. These trainers will impart training to the field level employees. Emphasis of the training will be on citizen centricity. Pilot projects had been started in Maharashtra, J&K and Tamil Nadu. It has now been extended in other States. Training will bring an attitudinal change in these employees which in turn will result in increased citizen friendly environment in the field offices.

DOPT also exempted the parents of differently abled children from the mandatory transfers so that they can take proper care of their differently abled child. This move will ease the pain of these parents and ensure care and upbringing of these children.

A weekly one hour in-house training programme for its employees was started. Three modules of the training programme have been completed and the fourth module is currently running. The employees are imparted up-to-date information on various aspects of day to day work in the office. This gives an opportunity to the employees to clear their doubts and the input given in the session is found very useful for them in discharging their duty more accurately, efficiently and effectively. This has speeded up the rate of disposal of work and the ultimate beneficiary of the same are the citizens.

The scheme of interaction of Officers with School Students has been launched in which the Officers of Government of India visit Schools and share their experiences with the School Students. As a pilot, the Senior Officers of DoPT have visited Kendriya Vidyalayas in Delhi and interacted with the students. The interaction of Senior Officers with School Students will have a long lasting impact on their impressionable minds. They will also get a glimpse of the functioning of the Government.
