CABINET APPROVES RELEASE OF ADDITIONAL INSTALMENT OF DEARNESS ALLOWANCE TO CENTRAL GOVERNMENT EMPLOYEES AND DEARNESS RELIEF TO PENSIONERS, DUE FROM 01.07.2022

The Cabinet, chaired by Prime Minister, Shri Narendra Modi, has approved the release of additional instalment of Dearness Allowance and Dearness Relief @ 4% to Central Government employees and pensioners due from 01.07.2022 based on the percentage increase in 12 monthly average of All India Consumer Price Index for the period ending June, 2022.

The Central Government employees and pensioners will become entitled to higher amount of Dearness Allowance and Dearness Relief respectively, w.e.f. 01.07.2022.

The additional financial implications on account of this increase of Dearness Allowance to Central Government employees are estimated at Rs.6,591.36 crore per annum; and Rs.4,394.24 crore in the financial year 2022-23 (i.e. for a period of 8 months from July, 2022 to February, 2023).

The additional financial implications on account of this increase of Dearness Relief to pensioners are estimated at Rs.6,261.20 crore per annum; and Rs.4,174.12 crore in the financial year 2022-23 (i.e. for a period of 8 months from July, 2022 to February, 2023).

The combined impart on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of Rs.12,852.56 crore per annum; and Rs.8,568.36 crore in the financial year 2022-23 (i.e. for a period of 8 months from July, 2022 to February, 2023).

 JCM STANDING COMMITTEE MEETING HELD ON 22.09.2022 – GIST OF DECISIONS

Dear Comrades,

The meeting of the standing committee of National Council JCM was held today (22.9.22) under the Chairmanship of Secretary Personnel. There were many issues pertaining to the Pensioners in the agenda. The undersigned as a member of the Standing Committee participated in the discussions. The outcome of the discussions on each item is mentioned hereunder:-

1. FMA to Pensioners of National Institute of Ayurveda: The official side said that only after the Supreme Court directive they will be able to do anything in this matter.

2. Restoration of Senior Citizen Facility in Railways: The matter is under consideration.

3. Treating the Pensioners on par with the officials on duty for Guest House: Orders have been issued. Copy will be provided.

4. Pension to be exempted from Income Tax: The matter will be reconsidered in the light of discussions.

5. Disability Pension of War Heroes to be exempted from Income Tax: Will be reconsidered.

6. Pension revision in the case of Personnel Compulsorily retired: Orders issued.

7. Grant of enhanced pension on completion of 79 years: Not accepted.

8. Grievance redressal mechanism for Pensioners: The staff side wanted Pension Adalats to be held at Departmental levels. The issue will be further discussed.

9. Restoration of Commuted value of Pension after 12 years: Will be further discussed.

10. CGHS Related Issues:

i. Ward Entitlement.

ii. Lifetime CGHS facility for dependent disabled children.

iii. Health Insurance to Pensioners.

iv. To have Dispensary/Wellness Centres at all 108 Stations.

v. Enhancing FMA.

vi. Reimbursement of Medical Expenses for those who are not covered by CGHS.

vii. Increase the number of empanelled hospitals.

viii. Provision of sufficient staff in the dispensaries taken over from Postal Department.

ix. CGHS entitlement for Pensioners of Andaman and Lakshadweep Islands.

x. CGHS related Problems of Kerala.

xi. Online consultation facility.

xii. Cashless medical facilities to CGHS beneficiaries to be extended to all cities.

All the above items are to be discussed with Secretary Health. The date of the meeting will be indicated soon.

 

11. Board of Arbitration Awards: The matter will be discussed with the Staff Side.

12. MACP to be effective from 1.1.2006: The matter will be further discussed.

13. Notional Increment for those who retired on 30th June: Matter is subjudice.

14. Time limit to complete disciplinary proceedings of retired personnel: The staff side demanded that in case proceedings cannot be finalised within 3 years, he should be deemed to have been exonerated. The matter will be discussed further.

 PROCESSING OF TRANSFER APPLICATIONS OF GDS

 TDS DEDUCTION IN SCSS ACCOUNTS

Sir/Madam,

 

This is regarding updation of form 15H and PAN Number in SCSS accounts.

i) TDS will be deducted in this quarter for SCSS customers who receive more than Rs. 50,000 as interest per annum. If a customer has a cumulative of Rs. 6 lacs & above in SCSS a/c, TDS would be deducted unless form 15H is given by the customer. To avoid this, form 15H must be obtained from the eligible customers and each account must be marked as *"15H & No tax"* in Finacle. The list of SCSS account opened can be generated through HACSP menu for ready reference.

ii) Also, ensure that all SCSS accounts must be seeded with PAN number as if an account does not have PAN Number, TDS would be deducted irrespective of interest amount.

Since, the process has to be completed before 29.09.2022(which is the cutoff date in Finacle for TDS deduction), it is requested to circulate the instruction through email/whatsapp to all offices/SPMs and ensure compliance is received from the SPMs.

This activity is important to avoid inconvenience to the senior citizen customers and also avoid public grievances as this office is receiving this TDS related complaints frequently.

 Incentive for acquiring fresh higher educational qualifications – Information document by DOPT

INCENTIVE FOR ACQUIRING  FRESH HIGHER EDUCATIONAL QUALIFICATIONS

Department of Personnel & Training has issued instructions from time to time regarding provisions governing grant of lump sum incentive for acquiring fresh higher qualifications by Government Servants. The essence of these instructions has been summarized in the following paras for guidance and better understanding.

I. General Criteria/guidelines

  1. The incentive will not be available for the qualifications which are laid down as essential or desirable qualifications in the recruitment rules for the post.
  2. No incentive shall be allowed for acquiring higher qualification purely on academic or literary subjects. The acquisition of the qualification should be directly related to the functions of the post held by him/her, or to the functions to be performed in the next higher post. There should be direct nexus between the functions of the post and the qualification acquired and that it should contribute to the efficiency of the government servant.
  3. The quantum of incentive will be uniform for all posts, irrespective of their classification or grade or the department.
  4. The incentive shall not be admissible where the government servant is sponsored by the government or he/she avails study leave for acquiring the qualification.
  5. The incentive would be given only for higher qualification acquired after induction into service.
  6. No incentive would be admissible if an appointment is made in relaxation of the educational No incentive would be admissible if employee acquires the requisite qualification for such appointment at a later date.
  7. The qualifications meriting grant of  incentive should be recognized by University Grants Commission, respective regulatory bodies like AICTE, Medical Council of India, set up by Central/State Government or recognized by the Government.
  8. The incentive shall be limited to maximum two times in an employee’s career, with a minimum gap of two years between successive grants.
  9. The Government servant should prefer the claim within six months from the date of acquisition of the higher qualification.

 II Rates for Incentive admissible with effect from 01.07.2017

The following one-time lump-sum rates as incentive for acquiring fresh higher qualification by a Government employee shall be permissible for courses in fields that are directly relevant to the employee’s job:

III. Selection of Courses by Administration for Grant of Incentive

1.    Professional courses directly relevant to the functional requirement of the Ministry/Department/ Organization but not covered by any one of the categories mentioned above, shall be notified specifically by the concerned Ministry/ Department in consultation with their respective IFD.

2.    Ministries/Departments are free to choose courses on their  However,  the grant of incentive in respect of above qualifications will be subject to the fulfillment of the criteria laid down in Point I above.

IV Procedure for Grant of Incentive

The grant of incentive for the qualifications listed above shall be considered by the administrative authorities in consultation with their IFD and necessary orders shall be issued after ensuring that the criteria laid down in Point I above are fulfilled.
