Sub:-     Revision of PPOs of pre—2006 family pensioners — regarding.

 

            The undersigned is directed to refer to Secretary (Pension)'s d.o. letter No.42/68/2009-P&PW(G), dated the 25th May, 2011 and 8th June, 2011 concerning revision of Pension Payment Orders (PPOs) in respect of pre-2006 Pensioners consequent to implementation of 6th CPC recommendations.

 

2.         It is heartening to learn from replied received the Ministries/ Departments that they are responsive to the needs of Pensioners/Family Pensioners. In the mean while, Central Pension Accounting Office (CPAO) has issued an advertisement, which has been published in the Newspapers on 3rd September, 2011, requesting pre-2006 pensioners/family pensioners to provide prescribed information to the Head of the Department/Office concerned for issue of revised PPOs. In another advertisement published on 15th and l6th September, CPAO has circulated its toll-free telephone number 1800-11-77-88 for registration of grievances. Therefore, all the Ministries/ Departments are requested to seize the opportunity and revise the pre-2006 PPOs at the earliest possible.

 

3.         It has come to the notice of this Department that the family pensioners are a sufferer's lot as the Banks have not revised the family pension in most of the cases and it is being paid either at the pre-revised rates or at the minimum rate of Rs.3500/- per month. Therefore, all Ministries/Departments and PAOs are requested to take up the matter of revision of family pension as first priority.

                        24th ALL INDIA CONFERENCE OF AIPEU POSTMEN & MSE/Gr. `D'

 

            The 24th AIC of AIPEU Postmen & MSE/Gr.D was held at Indore [Madhya Pradesh] from 8th to 9th November, 2011 in a very grand manner. The subjects Committee and the inaugural session were held at the grand 'Ravindranath Natya Grah' hall. The AIC was presided over by our CHQ President Comrade S.K.Humayun. The Reception Committee headed by Shri. Tulsiramji Silavat Sachiv M.L.A., as Chairman and Comrade R.K.Yadav [Circle Secretary] as General Secretary has made excellent and elaborate arrangements in spite of the short time at its disposal.

 

            The Inaugural Session was presided over by Shri. Devki Nandan Silavat, Secretary Prakash Hockey Club. . The programme commenced with an opening song. Comrade Basudev Acharya M.P and Leader CPIM Lok Sabha inaugurated the AIC with his most informative speech. Shri. Sajjan Singh Verma M.P; Comrade Pramod Pradhan General Secretary CITU; Comrade M. Krishnan Secretary General NFPE; Shri.Tulsisramji Silavat M.L.A; Shri.Choteji Yadav Social Activist; Comrade Ishwar Singh Dabas General Secretary and many other leaders addressed the inaugural session. Comrade K. Ragavendran Ex-Secretary General NFPE addressed the Subjects Committee of the Conference. Comrades Asiwal Ex-AGS P3; S.C.Jain Circle Secretary P3; N.R.Malvia Circle Secretary R4; Mahendra Pratap Circle Secretary GDS; P.S.Vais BSNLEU leader; Comrades Kalyanaraman, Sivagurunathan, Varadarajan, S.Karunanidhi all former leaders of P4 Tamil Nadu Circle graced the AIC by their presence.

 

            The AIC was attended by near about 900 delegates and more than 150 Visitors. All Circle Secretaries except Tamil Nadu where an organizational dispute exists attended the AIC. All Office Bearers of CHQ also attended. Large number of Delegates took part in the debate in the subjects committee and the problems of Postmen and Group D were given deep attention. All Delegates appreciated the role of Reception committee that could undertake to successfully organize the AIC in a very short time of one month. There was a cultural programme in the evening

 

            The AIC has decided to agitate in defence of Postmen and MSE / Group 'D' staff and pursue all issues raised during the recent strike negotiations with the Department for early settlement.  The AIC constituted a Drafting Committee to redraft the Union Constitution to be presented in the next AIC for adoption. The AIC also adopted a resolution constituting a Two-Member Enquiry Committee to enquire into the organizational dispute of Tamil Nadu Circle. A detailed Policy and Programme resolution calling for unrelenting struggle along with the entirety of Working class, along with the Confederation and AISGEF and to strengthen all struggles under the banner of NFPE was unanimously adopted. The AIC decided to make the 25th November Parliament Rally against PFRDA Bill a grand success. The AIC pledged its support to the struggling masses of the world who are putting mass-scale resistance against the imperialist globalization policies.

 

            The AIC unanimously elected a list of office bearers headed by Comrades S.K.Humayun as President; Ishwar Singh Dabas as General Secretary; Subrato Banerjee as Deputy General Secretary and Mahabir Singh as Treasurer. AIC also elected a five member Women Sub Committee headed by Com.R.Seethalakshmi CHQ Vice President. Full list of Office Bearers and the Women Committee will be published separately. The AIC placed on records the great services rendered by the outgoing Office bearers Comrades Peer Mohammed [Kerala], Amarjeet Lakhi [Punjab] both retired from service and also Comrade S.Jothimani [Tamilnadu] & Comrade Chetri [NE Circle to the cause of our organization in various capacities.
