No. Memo/Postmen JCA/2013
Dated 02nd July 2013
To,
The Secretary
Department of Posts
Dak Bhavan
New Delhi-110001
Subject:-Memorandum submitted to the Secretary, Department of Posts on urgent
issues of
Postmen and MTS
Staff
Reference: Your office letter No 08/11/2013-SR dated 19th June 2013
Sir,
While
inviting your kind attention to the letter under reference, the undersigned is
displeased to regarding the non-observance of protocol in addressing the name
of T.N. Rahate, General Secretary and President FNPO, the normal word
indicating language of protocol by prefixing Shri to the name is omitted.
As
regards submission of our memorandum containing burning and important issues,
the authorities are reminded for dormant action over the issues which have
already been discussed across the table in length and recommendations have been
made after reaching logical conclusion. The similar situation prevails at every
level, say, Circle/Division and even branch where healthy discussion is made
but no implementation of order of the discussion after logical conclusion. The
issues remain unresolved and are kept in hanging position. Orders are
awaited. This situation pinches very
hard.
In
this connection further stated that many issues like Extraction of data entry
work from Postman, Scheme of payment of incentive to Postmen, Scientific
Measurement of beats, Delivery of heavy parcels and EPP articles, Corrigendum
on density of population, Creating of justified additional posts, Non Supply of
Uniform and other kit items since long back and Cadre Restructuring of Postman
and MTS etc stands thoroughly discussed
in Postmen related issues Committee, but no positive action regarding issue of
orders for implementation of the decision have
yet been made causing disappointment and harassment among the employees.
No
union is interested to create fuss over nothing, but when reasonable issues are
not considered despite protracted correspondence and repeated meetings at
Directorate level. The only option left with us to knock your door by adoption
of agitational programme. We welcome
your views that there should be no agitational programe which hamper the
business of the department and good well as well. Our unions are always ready
to discuss the issues confronted by the workers on across the table but with
sincere and friendly attitude. But when all these discussions fall flat, our
confidence is lost and only option left with us to raise our ISSUES BY ADOPTING
AGITATIONAL PROGRAMME.
The agitational programme as stated will
commence during the month of August 2013.
It would be appreciated if necessary implementation orders on the items
already recommended by the Postmen Related Issue Committee are issued.
We
would urge upon you to issue necessary orders for implementation of those
issues which have already discussed and recommended as stated above.
Yours faithfully,
(T. N. Rahate) (Ishwar Singh Dabas)
