Govt mulls increasing eligibility limit of bonus from 10000 to 21000
Central Government is considering to increase the eligibility limit of bonus from 10000 to 21000.
According to media source, the Central is going to give a green signal to the much awaited decision to raise eligibility limit of bonus from Rs.10000 to 21000. And the calculation ceiling also hike from Rs.3,500 to Rs.7,000
The payment of Bonus (Amendment) ordinance 2007 according to which section 12 of the payment of Bonus Act 1965 had been amended raising the ceiling for calculation purpose from salary of 2500/- P.M. to Rs.3500/-P.M. w.e.f. 01.04.2006. And also amended the Payment of Bonus Act, 1965 to raise the eligibility limit for payment of bonus from the salary or wage of Rs. 3500/- per month to Rs. 10000/- per month.
Bonus ceiling limit
Central Government employees are regularly given Productivity Linked Bonus(PLB). Each department announces its bonus days in the month of September. But, since there was an upper limit, only small amounts were given as bonuses. CG Employees Federations all over the country were demanding that the limits should be raised.

Indian Railways, Army among world's biggest employers: Study


NEW DELHI: Two Indian organizations — Army and Railways — are among the world's biggest employers, together employing a whopping 2.7 million people, said a report. 

The  Indian Railways is the 8th largest employer in the world with 1.4 million staff and first highest employer in India.

Immediately after Indian Railways the Indian Armed Forces with 1.3 million people the second highest employer in Indiain world ranking  the 9th rank 


India Post with 4.66 lakh employess is in the third highest employer in India.

TCS is in fourth highest employer in India.

SBI in fifth  highest employer in India.  


According to a research published by the World Economic Forum, the US Department of Defense is the world's biggest employer which claims over 3.2 million employees on its roster. 

Second is People's Liberation Army (the Chinese military) with 2.3 million, and in third is the US supermarket giant Walmart with 2.1 million workers, the report said, adding that "...175,000 of Walmart's staff work for UK supermarket chain, Asda". 

McDonald's is the 4th biggest employer with 1.9 million employees, however, as the majority of its restaurants are franchises, this figure falls to 4,20,000 when they are excluded, the report said. 

UK's National Health Service was ranked at the 5th place, with 1.7 million employees, followed by state-run China National Petroleum Corporation with 1.6 million. 

Another Chinese company, the State Grid Corporation of China was ranked 7th with 1.5 million.

OFFICE MEMORANDUM

Subject: Grant of age concession to the Persons with Disabilities suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy for direct recruitment to civil posts/services under the Central Government.

The undersigned is directed to say that the following age concessions have been provided to physically handicapped persons for recruitment under the Central Government:

(i) Provision of ten years concession in upper age limit for Group C and D posts filled through employment exchanges issued vide O.M.No.15012/6/77-Estt.(D) dated 28.1.1978;

(ii) Provision of five years’ concession in upper age limit (10 years for SC/ST, 8 years for OBC) for recruitment to Group ‘A’ and ‘B’ posts otherwise than through Open Competitive Examination issued vide O.M.No.15012/5/92-Estt. (D) dated 27.7.1995; and

(iii) Provision of ten years concession in upper age limit (15 years for SC/ST, 13 years for OBC) for recruitment to Group A,B,C and D Civil Posts/Services filled through Open Competitive Examination issued vide O.M.No.43019/28/86-Estt.(D) dated 1.2.1999.

2. The question of prescribing uniform age-concession for direct recruitment to all Civil Posts/Services under the Central Government has since been examined and in supersession of the OMs referred to at (i), (ii) and (iii) above. the following has been decided:

(i) Age relaxation of 10 years (15 years for SCIST and 13 years for OBC candidates) in upper age limit shall be allowed to persons suffering from (a) blindness or low vision, (b) hearing impairment and (c) locomotor disability or cerebral palsy in case of direct recruitment to all civil posts/services under the
Central Government identified suitable to be held by persons with such disabilities. subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.

(ii) The age concession to the persons with disabilities shall be admissible irrespective of the fact whether the post is reserved for person with disabilities or not, provided the post is identified suitable for the relevant category of disability. This provision will not apply to the Civil Services Examination. in respect of which the List of Services Identified suitable for Physically Disabled Category along with‘the Physical Requirements and Functional Classifications is notified separately.

(iii) Relaxation of age limit would be permissible to such persons who have a minimum of 40% disability.

(iv) The definitions of above categories of disabilities, for the purpose of age relaxation, will be same as given in this Department’s OM. No.36035/3/2004-Estt(Reservation) dated 29th December 2005.

(v) If a person with disability is entitled to age concession by virtue of being a Central Government employee, concession to him/her will be admissible either as a ‘person with disability’ or as a ‘Central Government employee' whichever may be more beneficial to him/her. This provision will not apply to the Civil Services Examination, which is governed by the Civil Services Examination Rules, published annually.

(vi) Provisions of this OM. will not be applicable to a post/service for which other specific provision regarding age relaxation is made by notification.

3. The Ministries/Departments are advised to ensure invariably that while sending the requisition to the UPSC/SSC and other recruitment agencies for direct recruitment posts by selection, they should clearly mention in the requisition the category of person(s) with disabilities suitable for the post(s) in question. No change or modification in identified post(s) for physically disabled persons with respect to an Examination, intimated after the Notification of that Examination, shall be acceptable.

4. These instructions come into effect from the date of their issue.

Centre to bring in new labour codes in wages and other areas to protect workers

The Union Labour Ministry proposes to come out with four labour codes in the areas of wages, industrial relations, social security and working conditions to strengthen safety and social security of workers.

"We are going to bring four labour codes. Labour Code is very, very important. It is going to play a major role. One will be for wages. There is complication in wages being paid. We would like to bring all wages under one code.

"Second is Industrial Relation Code. We will amalgamate all laws. Third is social security code and fourth one is working conditions and safety. Safety and security of the workers will be strengthened under these codes," Union Minister of State for Labour Bandaru Dattatreya said today.

He was addressing a regional conference of state Labour Ministers and officials from southern states here.

The Government is holding tri-partite meetings with representatives of trade unions, employers and Central and State governments on a host of labour-related issues.

Noting that there are a number of laws concerning labour and employment, Dattatreya said his Ministry is doing "simplification, rationalisation and amalgamation" of legislations to promote productivity and welfare of workers.

The NDA Government is bringing in different initiatives like Universal Account Number (UAN), skill development, among others, for the benefit of workers, the Minister maintained.


He emphasised the need for skill development for workmen and the Centre's initiative towards the endeavour. Speaking on the occasion, Kerala Labour Minister Shibu Baby John said violation of labour laws is rampant in India.

Referring to the issue involving Indian diplomat Devyani Khobragade, who was accused of underpaying her maid in the US, he said developed countries try to protect workers.

"In developed countries, the laws are so strict, every employee or person, has to be paid minimum wages. So, they even went to the extent of prosecuting a diplomat. I am not going into the veracity of this," John said.

"Here, in the country, there is blatant violation of minimum wages. So, when we say that labour is the problem for all that, actually what is happening in India is there is more violation of labour laws than what is being discussed." Telangana Labour Minister Nayani Narasimha Reddy and his Karnataka counterpart Parameshwara Naik spoke about labour welfare schemes being implemented by their States.

ATAL PENSION YOJANA – BENEFITS AND FEATURES

2. You can choose your pension plan from Rs 1,000/- to Rs 5,000/- per month.

3. Your contribution depends on your age and the pension plan you choose!

4. You can be a member of any existing PF/Pension scheme such as EPF/PPF/Govt. pension and still join APY!

5. You can be an Income tax payer and still join APY.

6. For (4) and (5) above, Govt. Co-contribution is not available but Govt. guarantee for pension will be available!

7. Govt. Co-contribution of 50% of subscribers’ contribution or Rs 1,000/- per annum, whichever is lower will be available for five years only to subscribers joining by 31st December 2015.
