Subject:-NON HOLDING DEPARTMENTAL EXAMINAION FOR LGO
(POSTMEN/ MAILGUARDS/ MTS) FOR PROMOTION TO THE CADRE OF PA/SA SINCE 2016

above three letters are in connection with departmental examination for the year
2016, 17 and 2018
Sir,
In this connection your kind
attention is invited to your letters under reference wherein it may be seen
that no LGO examination for (Postman/Mail Guards/MTS) has been conducted
continuously for three calendar years for promotion to the cadre of Postal
Assistants/Sorting Assistants. It is
clear that no such examination have been notified continuously from 2016, 2017 and
2018. There is no doubt to mention that there appears to be huge injustice have
been meted out to the above mentioned Lower Grade Officials for their
promotional avenues. It would not be out of place to mention that this has caused
the unabated growth of contractorization /privatization to fill up the vacant
posts of the affected cadres for which the union always stood opposed to this
growth. As such it is crystal clear that the attitude of the department towards
the LG officials is very callous and full of injustice for delivering the
promotional avenues to the deserving officials in the department. Suitable notice need to be taken against the
officials at fault. The fifty percent of the vacancies of PA/SA posts are meant
for the postman/Mail Guard and MTS (LGO). Our department should have to conduct
the examination because we have already consumed three years of time to engage
the agencies for conducting the said examination, Further we would have to
utilize our I.Q. that outsider quota examination conducted for PA/SA in the
year 2015 and 2016 through staff selection commission. But more than 40% qualified candidates have
not joined reasons better known to the department. In this way vacancies of
posts will not be filled up. The department has taken up various new works
could not be coped up due to shortage of staff. So the examination should be
conducted by our department as early as possible.
We would urge upon you to direct the
authorities to hold the above LGO examination on priority basis only by the
department to fill up the vacant posts for smooth and efficient functioning, as
well as a big relief to the deserving officials waiting for promotions for the
last three years for the very obvious reasons mentioned above.

taken in this regard will be highly appreciated and an acknowledgment to this
communication is requested.
