Immediate filling up of residual vacancies for Postmen for the year 2001 to 2005
This All India Conference notes with dissatisfaction that the residual vacancies for Postman Cadre for the year 2001 to 2005 are kept unfilled and as a result the concerned Cadres are put to utter neglect in getting their legitimate pay, promotion, fringe benefits etc. Recruitment is also being badly delayed.
This Conference therefore urges upon the Department to fill up all residual vacancies for Postman Cadre for the above period forthwith.
Immediate filling up all vacancies in regard to Postmen & MTS Cadres
This All India Conference notes with concern that vacancies available to difference Circles in regard to Postmen & MTS Cadres are not being filled up for years together. As a result, the promotional avenues for concerned Cadres are being stalled and on the other hand, the Public service due to be given to members of the public are bing badly affected.
This Conference therefore urges upon the Department to take immediate steps to fill up all such vacancies forthwith.
Revision of Recruitment Rules for MTS Cadres.
This All India Conference notes that the Recruitment Rules for the redesignated MTS Cadre is found of shortage of proper and specific directions in regard to job distribution and other allied jobs inside the Department and therefore MTS Cadres are expressing serious discomfortment while working.
This All India Conference therefore urges upon the Department to arrange reorientations of recruitment Rules for the Cadre immediately.
Stoppage of closure and merger of Delivery offices with Non-delivery offices
This All India Conference notes with grave concern that the Department is very keen to clothe the offices and going for merger between the Delivery Office with Non-Delivery Office on the plea that the revenue generation from those offices are meager. In other words, the Department is desperate to avoid the age-old public service as necessarily to be carried out efficiently and properly. The good name of the Department is being tarnished due to this drastic move.
This All India Conference therefore urges upon the Department to refrain from stopping and merging of Delivery office with Non-Delivery to maintain the proper public service and to avoid serious discontentment of the staff.
Subject: Delivery curtailment –against thereof.
This All India Conference notes with dissatisfaction that the Department is desperate to curtail the delivery in every Circle on the plea of low traffic etc. This neither improve the delivery system nor it will satisfy the members of the public in getting these different kinds of postal articles timely. On the other hand, the Postman Cadre will be put to heavy burden of share leading to their utter dissatisfaction.
This All India Conference therefore urges upon the Department to refrain from curtailing the delivery in each Circle in the interest of smooth discharge of public service as also to avoid burden of the staff
Subject: Recruitment Rules in filling up of MTS Posts-modification thereof.
As per Dte's Communication No 37-33/2099-SPB l dated 28.01.2011 having endorsement of the Gazette Notification Part –II, Section-3, Sub Section (i) dated 20.12.2010, the direct recruitment of the aforesaid posts has been said to be made from amongst Gramin Dak Sevaks of the neighboring RMS Sub-Division. Where as, many of the neighboring RMS Division is having no such GDS to fill up such Posts.
This All India Conference therefore urges upon the Department to fill up such posts from amongst Gramin Dak Sevaks of the neighboring Postal Divisions in a particular region to mitigate the problem of filling up of MTS posts in Postal Divisions.
Subject: Withdrawal of PFRDA Bill thereof
The PFRDA Bill as introduced in the Parliament will have an extremely adverse impact on the Pension and retirement benefits of the Govt. Employees since the bill does not provide implicit or explicit assurance of a minimum Pension. The Govt. Employees even after contribution huge sums to Pension Fund may end up with no annuity if the invested Company become bankrupt or the equity market crashes. The Govt. is also desperate to open up this huge sums to FDI.
Pursuant to the call of National Federation of Postal Employees, our members have been organizing massive signature campaign programme in a memorandum submitted to the Prime Minister, State level Convention, March to Raj Bhavan at all State Capitals, March to Parliament on 25th November 2011 etc. with culmination of a day's Strike if situation warrants.
This All India Conference therefore urges upon the Department to withdraw the PFRDA Bill forthwith.
Subject: Purchase of superior quality of Cloth from local market to ensure time supply to Postmen & MTS/Group 'D' thereof.
This All India Conference notes with utter dissatisfaction that the cloth now supplied to staff being purchased through DGS&D are of inferior quality and not properly usable. Moreover, the climate as per climatologically data varies from circle to circle and the same quality of cloth does not suit to all the Circle due to variation of the climate. The problem can be mitigated if the cloth can be purchased from local market in each Circle depending upon the climate condition of the Circle and having proper ratio of cotton and other synthetic material in the cloth
This All India Conference therefore urges upon the Department to go for purchase of superior quality of cloth from local market by each Circle depending upon the climate condition of each Circle.
Subject: Timely holding of Examination publication of result thereof.
It is observed that the Departmental Examination due to be conducted as per schedule of the Dte. Is not being conducted timely and as a result, the eligible candidates are being deprived of sitting in the examination and getting the promotion as they desire. The publication of result is also not being adhered to which leads to sever discontentment amongst the staff
This All India Conference therefore urges upon the Department to take all steps to conduct the Department Examination vis-à-vis publication of result timely.
Subject: Abolition of the Scheme of Delivery Hub thereof.
It is observed that the Department is keen to introduce the scheme of Delivery hub in certain areas leading to the total disaster of delivery system and denying the age-old public service to the members of the public as they expect Concentration of such delivery system does not yield to public satisfaction nor it will make possible for the delivery staff to perform duties smoothly. Such scheme will also enjoy curtailment of staff as well
This All India Conference therefore urges upon the Department to refrain from adopting such scheme of Delivery Hub forthwith.
Subject: Grant of Allowance to Part-time Contingent paid worker as per 6th CPC thereof
It is a matter of great concern that the Part-time Contingent Paid worker and not being granted allowances as per 6th CPC recommendation ever after series of persuasion at all level. They are expressing serious discomfortment over the issue since they are ill-paid and their miseries are taken little attention by the Department.
This All India Conference therefore urges upon the Department to grant pro-rata wages to substitute engaged in vacancies of Postmen & MTS
Subject: Enhancement of Double Duty Allowances for Postmen and OTA for MTS working on Holidays thereof.
The Double Duty Allowances as presently granted to Postmen is so meager that need to be enhanced as per the present price-rise and money inflation. Likewise, MTS working in the Department are not be granted reasonable rate of OTA working on holidays and they are being paid a very small allowance as the rate of OTA. The members of our union are agitating over the issue since the demand does not yield any result so far even after serious of persuasion.
This All India Conference therefore urges upon the Department to take immediate steps to enhance Double Duty Allowance for Postmen and OTA for MTS forthwith.
Subject: Undue delay in getting Medical facilities
The medical facilities as necessarily to be enjoyed by the staff are so improper and delayed that the staff are being deprived of getting timely treatment including their family members. The administrative bottleneck is so sever that the Superintendents of the Divisions or the CO find difficult to accord medical advance without sending the case to CIFA. Moreover, the medical facilities under CSMA Rules or CGHS are so limited for having limited Govt. Hospitals that the staff have to rush to Private Hospitals for getting immediate treatment s needed, despite the fact that they are not eligible for medical reimbursement since those hospitals are not recognized by the Department.
This All India Conference therefore demands that the medical facilities to staff and their family members should not be delayed under any circumstances and that some renowned Private Hospitals in state capitals are distinct headquarters be recognized to get the treatment.
Subject: Qualified Postmen and MTS to be promoted to PA Cadre without any Examination.
The present Rule envisages that the qualified Postman and MTS staff are to sit for examination to get promotion to PA Cadre. This is impractical in the sense that they are the well trained Departmental Staff having sufficient knowledge of the day to day work required for the service and they have the requisite academic qualification also sitting in the Departmental examination again for promotion to PA Cadre is again another type of method which requires no justification.
This All India Conference therefore demands that the qualified Postman and MTS staff be given promotion to PA Cadre without any examination.
Subject: Qualified Postman and MTS to be allowed to sit for the IPO Examination.
The Postman and MTS Staff are not entitled to sit for IPO Examination even though they are qualified of having requisite academic qualification. This is improper and unjust. Since they are qualified and having sufficient knowledge about the Departmental work required to perform, they should be straightway allowed to sit for such examination.
This All India Conference therefore urges upon the Department to allow the qualified Postman and MTS to sit for the IPO examination along with PA Cadres.
