Subject:-Revision in Rule 127(1) of Postal Manual Volume VIII and Rule 9 of
Postal Manual Volume VI Part III Regarding Raising the Cash Limit for
Conveyance of Cash and Streamling of Cash
Management Reg.
Sir,
The matter regarding
revision the limit for conveyance of cash under Rule 127 (1) of Postal
Manual Vol VIII and Rule 9 of Postal Manual Vol VI Part III were proposed vide
you letter No 24-3/2012-PO dated 19th Dec 2013. In this connection this CHQ has opposed the
revision of cash conveyance limit vide letter No P-IV/CHQ/CC/2013 dated 07th
Jan 2014 stating that the raising the loose cash limit upto Rs. 2 Lakh without
escort is not free of risk since the bad elements and miscreants will rob the
cash on the way and also there is a serious danger to the life of employee
carrying the cash. News of such
incidents are generally seen on TV/print media.
At present the limit of carrying of cash without police escort is about
30,000/- or so. Moreover staff side was not taken into confidence before issue
of such proposal and this enchanced lmit has not yet been ordered and approved
as justified by any head of the division so the proposal till date has not been
implemented in the country since the last para of the proposed letter is
totally confusing.
The current line limits poposed to be revised vide your DO letter No
24-3/2012-PO dated 28-03-2018 addressed to all Head of the Circle for feedback
and comments is badly opposed by our union since the revision of limit is not
free from bad incidents like robbing of cash and involving risk of life to the
employees carrying cash without escort. Finding no justification, our union
will be compelled to lauch trade union action for rolling back the orders on this
issue. Here again staff side has not been taken into confidence for this
proposal as such proposal causes harassment and no justification for issue of
orders for implementation
We would urge upon you to roll back the proposal of revision of cash
conveyance limit but the limit without escort should not be more than Rs
50,000/-for the obvious reasons mentioned above.
A line of reply for the action being taken in this regard will be highly
appreciated.
