OBITUARY
Father of Com. Giriraj Singh, President NFPE and   General Secretary AIRM&MMS EU Group-C expired on 27th August, 2014 at 10 P.M. He was above 90 years. P-4 CHQ conveys its heartfelt condolences to Com. Giriraj Singh and his bereaved family

REPORT ON NFPE FEDERAL EXECUTIVE MEETING HELD AT ONGOLE (AP) ON 21.08.2014.

            Federal Executive Meeting of NFPE was held at SSN. Engineering College Ongole (Prakasham Division), AP on 21.08.2014. The meeting of NFPE was presided by Com. Giriraj Singh President NFPE.

            The programme commenced with hoisting of Flags . National Flag was hoisted by Mr. Reddy, Chairman, SSN Engg. College Ongole. NFPE Flag was hoisted by Com. Giriraj Singh President NFPE and P-III union Flag was hoisted by Com. R Sivanarayana President P-III. After that the homage was paid to the martyrs by offering flowers by all the leaders on Martyrs Column.

            All the leaders and Gusts were honoured and welcomed by Reception Committee by presenting Badges, Mementos, Bags and Files. Before commencement of meeting tribute was paid to all those Comrades who lost their lives during this period by observing 2 minutes silence. Com. K.V. Sridharan Ex. General Secretary inaugurated the Federal Executive Meeting.

            Com. M. Krishnan, Secretary General NFPE presented a draft report on the activities of NFPE during the period under review.

            Discussion took place on agenda items and Secretary General’s  report. All General Secretaries and Federation Offioce Bearers  present in the meeting took part in the deliberation.

            All speakers i.e. Coms. R. Seethalaxmi General Secretay P-IV, R. Shivanarayana President P-III, Virendra Tiwari General Secretary SBCOEA, C H Koteshwar Rao, Deputising General Secretary R-III, P. Suresh General Secretary  R-IV , N. Subramanian Deputising General Secretary P-III, P. Panduranga Rao General Secretary GDS (NFPE)Union, A. Manoharan Working President  NFPE, I .S. Dabas Ex. Dy. Secretary General NFPE & Ex. General Secretary P-4 .S Raghupathy Assistant Secretary General  NFPE, R N Parashar Assistant Secretary General NFPE and Com. Giriraj Singh President NFPE - spoken on Secretary General’s report and agenda items. All speakers endorsed and supported the report  and gave their suggestions  on agenda items i.e. On Organizational Matters  on 7th CPC related issues, 15 points Charter of Demand of Confederation and future course of action, pending Postal demands. Every speaker admired the services of Com. M. Krishnan rendered to NFPE /P-III Union and Confederation for welfare and protecting the interests of working class and requested him to remain always with NFPE and guiding and leading the movements as he is going to retire on 31st Aug-14 from service but he will never be allowed to retire from Trade Union. His nature of hard working, devotion, commitment, dynamism and earnest desire to make GDS free from exploitation was appreciated by everyone. 

            The following decisions were taken in Federal Executive unanimously:

·                   * After retirement of Com. M. Krishnan, Com. R.N. Parashar Assistant Secretary General will take the charge of Secretary General NFPE. Com. M. Krishnan will remain as part of NFPE.

·                     *  Com. R Seethalaxmi General Secretary P-IV was elected as Dy. Secretary General NFPE as the post was fallen vacant due to retirement of Com. I. S. Dabas.

·         *  A resolution appreciating the services of Com. M Krishnan was moved by Com. S. Ragupathy ASG which was adopted by the house unanimously.

            Federal Executive recorded its special and sincere thanks to the host of the Federal Executive Meeting i.e. the Andhra Pradesh P-3 Circle Union and in particular to Com. DASV Prasad P-3 Circle Secretary AP and The Divisional Union Prakasham Division (Ongole) for volunteering to host the Federal Executive Meeting and for elaborate grand arrangements they made for this meeting and also the wide publicity through posters & Website.

            Vote of thanks was given by Com. R N Parashar Assistant Secretary General.

            The meeting was concluded by Com. Giriraj Singh President NFPE.

RESOLUTION ON SERVICES OF COM. M. KRISHNAN, SECRETARY GENERAL ADOPTED IN FEDERAL EXECUTIVE MEETING ON 21.08.2014 AT ONGOLE(AP).


            The Federal Executive of NFPE records its full appreciation for the yeoman service rendered by Comrade M. Krishnan as the Secretary General of NFPE. The Federation has scaled new heights during his stewardship and the unity of Postal regular employees and Gramin Dak Sewaks entered into a new chapter under his leadership. The united movements of Postal Workers under the banner of Postal JCA as well as the independent struggles under the mighty National Federation of Postal Employees are further strengthened under his able leadership. He provided a militant, progressive leadership with farsightedness for the betterment of Postal Workers. It is  under his leadership that the NFPE claimed its historic vanguard role of leading the entirety of CG Employees platform of Confederation of CG Employees & Workers and it can be seen that the movement of central government employees has launched a powerful movement including strikes for the establishment of 7th CPC with Comrade M.Krishnan as its Secretary General. The integration of Postal and CG Employees with the entirety of Indian working class organisations in developing the path of united struggles against the neo-liberal policies of Government has further been cemented during his tenure. The leadership of confederation has come back to the Postal Organisation after a long period of 44 years and comrade Krishnan is leading the movement of CG employees in the path of struggle with firmness and it is noteworthy to mention that the unity of all JCM National Council organisations has reached its zenith with all coming together in championing the cause of three lakhs of Gramin Dak Sewaks and thousands of casual labourers in Postal and CG services due to his firm efforts. Ideological education of all cadres and employees through several All India and Regional Trade Union Camps under the banners of NFPE and Confederation; Concrete organisational steps for mobilizing the women employees of Postal Department as well as the Confederation level are some of the landmark achievements of Comrade Krishnan. The National Executive notes with happiness that all the affiliates of NFPE have always maintained a unified stand on all important activities of the Federation and this unity is due to the confidence created amongst all affiliates by the unifying leadership of Comrade Krishnan. Even after handing over charge of Secretary General, he will remain as part of the Federation and guide it till next Federal Council.. The National Executive places on record its unstinted gratitude to Comrade M.Krishnan for his able leadership to the historic organisation of NFPE not only as Secretary General but in numerous other capacities as well during his long service.

• Pradhan Mantri Jan Dhan Yojana to be launched across the nation on August 28th:     every account to get a debit card and Rs. 1 lakh accident cover

The Prime Minister, Shri Narendra Modi, has written an email to all bank officers, referring to his Independence Day announcement of the Pradhan Mantri Jan-Dhan Yojana – the National Mission on Financial Inclusion with the objective of covering all households in the country with banking facilities, and having a bank account for each household. 

Describing the task as "gigantic," the Prime Minister said, "We need to enroll over 7 crore households and open their accounts. This is a national priority and we must rise to meet this challenge. There is an urgency to this exercise as all other development activities are hindered by this single disability. I am sure we will overcome this situation collectively."

The Prime Minister has urged bank officers to "put your shoulder to the wheel and try your level best to ensure that no one is left without a bank account. This itself will be a source of immense satisfaction for you and your teams. I will myself recognize the achievements of the best performing branches."

The Prime Minister said: "The Pradhan Mantri Jan Dhan Yojana lies at the core of our development philosophy of Sab Ka Sath Sab Ka Vikas. As we move rapidly forward in this knowledge era with modern banking and financial systems, it is untenable that a large majority of our population is deprived of basic banking facilities. I sometimes wonder whether we have made matters so complicated that the poor and the marginalized are those who are trapped in a perpetual cycle of exclusion and deprivation. We need to break that cycle and the Jan Dhan Yojana is the first step in that direction. With a bank account, every household gains access to banking and credit facilities. This will enable them to come out of the grip of moneylenders, manage to keep away from financial crises caused by emergent needs, and most importantly, benefit from a range of financial products."
As a first step, under the Pradhan Mantri Jan Dhan Yojana, every account holder gets a RuPay debit card with a Rs 1,00,000/- accident cover. "As we go along, they will be covered by insurance and pension products," the Prime Minister said.

"I am confident that you will rise to the occasion and contribute to this national endeavour in significant measure. I am there to support you," the Prime Minister added. 

The Pradhan Mantri Jan Dhan Yojana will be launched on 28 August, 2014 across the nation simultaneously. The Prime Minister will launch it formally in Delhi, with parallel functions at the state level which will be attended by Union Ministers, and also at district and sub-district levels. Camps are also to be organized at the branch.

Economical Use of Paper in Central Government Offices – Instructions issued by Finance Ministry with the concerns of reducing expenditure and to save environment

Subject :- Economy in use of paper.

Ministry of Finance has been issuing instructions from time to time on expenditure management, fiscal discipline and on the need for economy and rationalization of Government expenditure. Government is one of the major consumers of paper. Injudicious use of paper not only leads to infructuous expenditure but also impacts the environment as trees are the major source of paper pulp production. Instructions on judicious use of paper have been issued by this Department in the past and similarinstructions are also contained in the Manual of Office Procedure (MOP) published by Department of Administrative Reforms and Public Grievances. With a view to further stress the importance of economy In use of paper in Government offices, following instructions are issued for strict compliance by all concerned : -

(i) Notes should be typed/written on both sides of the paper/note sheet
(ii) Typing should be done in single space;
(iii) Policy instructions/guidelines issued through Orders, OMs, etc. may be uploaded on the official website of the Ministry/Department/Organization. Number of hard copies of such communications may be limited to the required minimum:
(iv) Office copies should not be typed again where the draft itself is legible and does not contain many corrections.
(v) Forms, proformas, returns etc., if any, stipulated by Ministries/ Departments/Organizations in connection the organizational mandate may be reviewed in relation to their size and format and should be recast and simplified/shortened in keeping with the recent directives from Cabinet Secretariat. Manual submission of forms, returns, etc,, wherever stipulated, either under statutory obligations or otherwise, should be discouraged, Switching over (oc-forms, online submission of forms/returns, etc., may be encouraged.

2. All the Ministries/Departments, attached, subordinate offices and autonomous or statutory bodies funded by GOI may comply with the above directives. Suitableinstructions on above lines may be issued by line Ministries/Departments of GOl in r/o organizations/entities or field establishments under their administrative control,

3. This has the approval of Secretary(Expenditure).
