TWO  SIDES  OF  SAME  COIN
               New Central Govt. under the leadership of our Hon’ble Prime Minister Shri. Narendra Modi has completed six months in office. As far as the common people and working class of this country is concerned, no positive action has been taken by the Govt. to mitigate their woes and grievances. Instead much negative steps are taken during this six months period.
                   Government has withdrawn the guidelines which controls the pricing of essential medicines through National Pharmaceutical Pricing Authority. As a result, the prices of essential medicines for treatment of cancer, blood pressure, colestorol, diabetics, heart-deceases etc will shoot up in the market. Prices of medicines for treatment of cancer itself which now costs Rs.8500 may go upto Rs.1,08,000/-. Pharmaceutical corporate companies are the beneficiaries.
                   Government has made its intention clear that the number of gas cylinders (LPG) per year will be reduced from existing 12 to 9 and also to link it to Aadhar and subsidies through direct cash transfer to Bank accounts. Earlier UPA Govt. has reduced the gas cylinders from 12 to 9 but subsequently it has been withdrawn the order due to widespread protests.
                   Govt. has deregularised the pricing of diesel. Earlier UPA Govt. has deregulated petrol prices and now the NDA Govt. has deregularised diesel price. Petroleum companies will now be free to decide the prices of petrol and diesel. Even-now the prices of petrol and diesel in India are 40% higher than the prices in the international market.
                   Govt. has decided to allow 100% Foreign Direct Investment (FDI) in Defence Production. Earlier this move of the UPA Govt. was opposed by NDA saying that it is against the national interest and security of the country. Defence production will now be completely privatised.
                   Govt. has decided to allow 100% FDI in Railways and also public-private-partnership (PPP). During his speech delivered in Australia Prime Minister has called upon the Industrialists of that country to country to invest in Indian Railways. Doors for privatisation of Railways is opened.
                   Govt. has decided to allow 49% FDI in Insurance sector. The bill for amending the Insurance Act for this purpose is pending in the Parliament and Govt. spokes person has hoped that the bill will be passed in this winter session of Parliament.
                   Govt. has decided to disinvest the share of all public sector nationalised banks upto 48%. Road map for privatisation of banking sector is drawn.
                   Govt. has made it clear that 100% FDI will be allowed in Pension Funds. The future of those who are under the New Pension Scheme will be uncertain due to Pension Fund Privatisation.
                   Govt has decided to sell the shares of profit making public sector undertakings such as ONGC, BHEL, coal India Ltd. etc to the tune of 25%.
                   Govt. has made it clear that Indian Post Office Act 1898 will be amended to facilitate grant of licences to multi-national courier services.  This will pave way for privatisation of postal sector.
                   While extending red-carpet welcome to the corporates and multinational companies, the Govt. has declared that all the labour laws which put hurdles before them will be amended. Govt. has already moved in Parliament Labour Law amendments to remove all the protections and rights now enjoyed by the working class including right to strike and right to form unions. 
                   Government has declared that all the loss-making public sector undertakings will be closed or privatised.  Air India, BSNL etc. are all in the hit-list.
                   Government has made it clear that its slogan is “minimum government and maximum governance”.  It has imposed a total ban on creation of new posts and for filling up of posts which are lying vacant for more than one year.
                   Regarding Central Government Employees, none of their legitimate demands are conceded by the Government.  DA merger, Interim Relief, Inclusion of Gramin Dak Sevaks (GDS) under 7th CPC, Date of effect of 7th CPC as 1-1-2014, Removal of 5% condition for compassionate appointment - everything stands rejected.
                   Regarding Postal employees none of the 39 demands raised by Postal JCA (NFPE & FNPO) is settled.  Three lakhs GDS are still not included in the 7th CPC and their future is uncertain, Revision of wages of Casual, Part-time, contingent employees with effect from 01-01-2006 is pending before the Government from 2008 onwards.  Cadre Restructuring, issues of Postmaster Cadre, Accountants, System Administrators, MMS etc. all pending or rejected. 
                   It is in the above background the Central Trade Unions, JCM National Council staff-side, Confederation of Central Govt. Employees & Workers and Postal JCA has decided to organise following agitational programmes.
1.      As a part of nation-wide agitation by all Central Trade Unions including BMS, INTUC, HMS, AITUC, CITU etc. has decided to organise Parliament March on 5th December, 2014 to protest against the anti-people, anti-labour policies of the NDA Government.  In the march they will declare future struggle programmes.
2.      All the organisations in the JCM National Council (Staff side) including Railways, Defence and Confederation has decided to organise a National Convention on 11th December, 2014 to decide future course of action for realisation of the legitimate demands of the Central Government employees.
3.      Postal JCA comprising NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS   has decided to organise a massive Parliament March of 20000 Postal& RMS employees including Gramin Dak Sevaks and Casual, Part-Time, Contingent employees on 4th December, 2014 demanding settlement of 39 point charter of demands.  PJCA has decided to go for indefinite strike.
                   NFPE calls upon the entirety of five lakhs Postal employees to participate in all the above programmes and make it a grand success.  Let us pledge that we shall continue our struggle till success.

Secretary (Posts) felicitates Arjuna Awardee Ms. Parul D.Parmar, PA Gandhinagar HO for winning Gold and Silver Medals at Asian Para Games held at Incheon, South Korea.



Secretary (Posts) today felicitated Ms. Parul Dalsukhbhas Parmar, Postal Assistant, Gandhinagar HO for winning a Gold Medal in Women’s Singles and Silver Medal in Mixed Doubles at Asian Para Games – 2014 held at Incheon, South Korea in October, 2014. Ms. Parmar has won several medals in badminton tournaments held in India as well as international tournaments held in Israel ( 2004 & 2005 ), Malaysia (2004 & 2006), Thailand (2007), Taiwan (2007), Germany (2009 & 2013) and China (2010). She has so far won 14 medals, 5 Silver medals and 4 Bronze medals. She has also won international Role Modal Award in 2006 as well as the prestigious Arjuna Award 2009.

Secretary (Posts) congratulated Ms. Parmar on her exceptional achievements in the field of sports which have brought pride to the country and Department of Posts in particular.

Air India Domestic LTC Fare List - 3rd November 2014

Air India Domestic Fare list updated with LTC Scheme – LTC Fare List Nov 2014

Journey by Air Travel while availing LTC, stipulating that the orders insisting to travel by Air India only.

Group ‘A’ and Group ‘B’ officers (Gazetted and Non-Gazetted) are entitled to travel by Air to NER on LTC. Other employees are entitled to travel by Air to NER from Guwahati or Kolkata airport only.

One more restriction of travel by Air India only need not apply to non-entitled employees who travel by air and claim LTC reimbursement by entitled class of rail.

An employee can avail LTC to visit NER by conversion of one block of home-town LTC. Reimbursement of the actual expenses on air travel while availing LTC, will be restricted to cost of travel by the economy class only.

To visit J&K by any Airlines subject to their entitlement being limited to LTC-80 Fares of Air India.
Employees who are entitled to travel by rail by 2nd AC class for availing LTC to Andaman & Nicobar Islands can travel by air.

Air India has now updated once again the fare list for LTC Scheme. The table for LTC Scheme has been classified in three columns such as, HLTC, DLTC and Airline Fuel Charge.

New Holiday Home at Madurai ( TN State ) – Advance Booking Starts from Dec 2014

Commencement of Booking of New Holiday Home at Madurai with effect from 1.12.2014One more new and fresh Holiday Home has been commenced at Madurai for Central Government Employees and Officers. As per the notification issued by the Directorate of Estates, arrangements started for advance booking for 20 suites in the heart of the Temple City Madurai.

Madurai is the third largest city in Tamil Nadu. It is the second largest city and urban agglomeration in the Indian state of Tamil Nadu, after Chennai and the sixteenth largest urban agglomeration of India. The booking office is located at Plot No. C.1, Tamil Nagar, Koodal Pudur, Anaiyur (P.O.), Madurai, Pin – 625017 (Tamil Nadu) and the online booking also started from 1st December 2014. REPORT OF DIAMOND JUBILEE CELEBRATION AT DWARKA (GUJARAT) ON 23rd & 24th NOVEMBER 2014.

NFPE Diamond Jubilee Celebration was held at Gobadiya Dham, Rukmani Nagar, Dwarks (Gujarat) from 23rd November to 24th November,2014 under the Presidentship of Com. Giri Raj Singh. 

 National Flag was hoisted by Com. M. Krishnan Secretary General Confederation of CGE&W and Ex. Secretary General NFPE. The NFPE Flag was hoisted by Com. Giriraj Singh President NFPE. After that homage was paid to the martyrs by offering flowers at martyr’s column by all leaders /Gusts and delegates.

In the forenoon on 23rd November, 2014, CWCs of all affiliates i.e. P-III, P-IV,R-III, R-IV, Admn, Postal Accounts, SBCO & GDS were held  at the same venue which were addressed by Com. M. Krishnan Ex. Secretary General NFPE & Secretary General Confederation & by Com. R.N. Parashar Secretary General NFPE. It was also a historic event that at the same time and same venue the CWCs of all affiliates were held and addressed by all the leaders.
In the afternoon on 23rd November, 2014,Open Session and Trade Union Seminar was held. Reception Committee welcomed & honoured all the leaders and Guests. Com. R D Purohit Working Chairman of Reception Committee & Circle Secretary P-III Gujarat delivered welcome speech. Com. R N Parashar Secretary General NFPE delivered introductory speech about the Diamond Jubilee Celebrations held throughout the country after commencement from New Delhi on 24.11.2013.

 Open Session was inaugurated  by Com. Sukomal Sen, Vice President , CITU and AISGEF . In his inaugural address Com. Sokomal Sen elaborately described the issues related to working class and policies of Central Govt. He stated that the present Govt. is totally pro-capitalist and anti working class and unleashing the onslaughts in various forms after coming in power contrary to the promises made by the Prime-minister Sri Narendra Modi during his speeches delivered in election campaign. He told that for the betterment of working class and to achieve their legitimate rights united struggle is only the way. So it is the need of the hour that all the workers should unite and fight against anti worker and anti people policies. The Trade Union Seminar and open session was also addressed by Shri Hiranmay Pandya, National Vice President B M S  who also criticized the anti Labour policies of Central Govt. which is evident from the recent various labour amendments  and he assured that BMS will fight all these anti worker and anti people policies unitedly with all Central Trade Unions.

The open session was also addressed by Shri Neelesh, son of Dwarka MLA Shi Pabhubha Manek who welcomed all participants and conveyed his best wishes for the success of the programme.

Com. Shiv Gopal Mishra, Secretary Staff Side National Council JCM, General Secretary AIRF. And Vice President HMS elaborately described all the issues to Central Govt. Employees and 7th CPC. He stated that the policies of Central Govt.  are not in favour of Working Class. He stated that in the convention of all constituents of N.C. JCM which is to be  held on 11th December, 2014 in Delhi, a programme of action will be decided to resist   the onslaughts on Central Government employees  and workers. He told that the Government is not ready to grant DA merger, Interim Relief and inclusion of GDS in 7th CPC alongwith some other demands. On the GDS issues he told very categorically that this demand will not be left unsettled.

In this Open Session and Trade Union Seminar the messages from Dr. G. Sanjeeva Reddy All India President  INTUC , Com.Gurudas Das Gupta General Secretay AITUC Shri Harbhajan Singh Sidhu, General Secretary HMS and Com. V A N Namboodri, Patron, BSNL Employees Union were read by Com. R.N. Parashar Secretary General NFPE, who conveyed their best wishes on this occasion as they could not participate in the same due to some pre-engagements.
The Session was presided by Com. Giriraj Singh President, NFPE and Vote of thanks was given by Com. R.D. Purohit Circle Secretary P-III Gujarat Circle.
On 24th November, 2014  a Seminar was held on the subject “ India Post –Challenges and Opportunities” Shri S.K. Sinha , Member, HRD Postal Services Board , New Delhi was present as Chief Guest and he presented the Key Note address on the  subject. He elaborately described the challenges and Opportunities before the Department. Shri Ram Bharosa PMG Rajkot Region, Gujarat also addressed the seminar. The Reception Committee honoured both the officers by presenting flowers bouquets, shawls and mementos. Welcome address was given by Com. S.K. Vaishnav, Circle President P-III Gujarat Circle.
The session was presided by Com. R.N. Parashar, Secretary General NFPE and Vote of thanks was given by Com., RD Purohit Working Chairman, Reception Committee.

            In the A/N on 24th November, 2014, convention was organized which was presided by Com. Giriraj Singh President NFPE. Com. R N Parashar Secretary General NFPE delivered introductory speech. The Convention was addressed by Coms. Sukomal Sen, Vice President AISGEF, S.K. Vyas , Patron Confederation , K K N Kutty , President Confederation, M.S. Raja, Working President Confederation and Secretary General Audit & Accounts, K.P. Rajgopal,Secretary Confederation &  Secretary General ITEF , Vrigu Bhattacharjee , Treasurer Confederation & S/G Civil Accounts, M, Krishnan S/G Confederation who elaborately throw light on the issues related to Central Government Employees and Working Class and 7th CPC and policies of the Govt. and stressed the need of united struggle to achieve the demands raised by Confederation and NFPE and appealed  to all to mobilize maximum participant in 4th December Parliament March organized by Postal JCA(NFPE/FNPO & GDS Unions) and on 5th December, 2014 Central Trade Unions rally in protest of anti worker and anti people policies of Govt. of India.
