MUMBAI: India Post is interested in turning itself into a universal bank like many of its peers across the world and a committee under former Cabinet Secretary TSR Subramanian is looking into the matter, a senior department official said today. 

"We still want to be a full-fledged bank. The government will decide whether they want to give to us or not," chief postmaster general, Maharashtra circle, 
Pradipta Kumar Bisoi told reporters here. 

"There is a committee under Subramanian which has been formed, they are going to give some recommendations, let's wait for the report to see whether we should go for a full-fledged bank or a payment bank," he said. 

However, Bisoi added that the department, which has been accepting deposits for many decades and mobilising savings, already works like a payment bank and wondered what is the difference between the work they have already been doing and a payment bank. 

"We are already doing (the work like) a payment bank, and I don't know what is the difference between what we are doing now and what is a payment bank," he stressed. 

The comments come amidst increasing speculation about the department being considered for a licence under the soon-to-be introduced 'payments banks' category, rather than as a full- fledged or universal bank with a complete bouquet of offerings. 
RBI Governor Raghuram Rajan today said the RBI will invite applications for payment and small banks by the end of the month. 

It can be noted that at the time of granting full-fledged licences to infra lender 
IDFC and micro-lender Bandhan in April after a 12-year hiatus, the RBI had left it to the government to decide on the aspirations of the postal department, which was also one of the over two dozen applicants.
MUMBAI: India Post and mobile companies have a good chance of getting a payments  bank licence, according to the Reserve Bank of India (RBI), which is expected to  come out with detailed guidelines by the end of the month. Besides, successful   microfinance  institutions may get a chance to migrate to commercial banking.

The  state-run India Post was denied a licence in the first round of the recent  licencing scheme. "We visualise mobile companies, but also companies with a  large rural presence... maybe shops, maybe kiosks, but as well as possibly post  office that would come into the payment bank licencing scheme," Raghuram Rajan,  governor, RBI, said at a conclave on microfinance organised by agricultural
lender Nabard.

The guidelines are now with the government for comments.  "In the weeks to come, we will put out guidelines on new entities called payment banks,  which will basically offer accounts to the excluded," Rajan said.

RBI also expects to give licences to small finance banks. Instead of having  local area banks focussed on two or three districts, there are suggestions that  there should be all-India small finance banks which are focused on small lending  though they would be allowed to accept deposits. "This licence would offer  avenue... should allow successful microfinance institutions to migrate towards a  banking licence without abandoning the core business of working with the small  and the excluded," the governor  said. Rajan, however, warned the microfinance lenders against usurious lending  practices and was also critical of the loan waiver practices of certain state  governments.

Several entities, including Nabard, have expressed interest  in setting up banks. "We would be keen to look at it closely and consider it as  an option if the guidelines permit," said Nabard chairman Harsh Kumar Bhanwala.

Nabard is keen to seek a banking licence through its subsidiary NABFINs, a non-banking finance company with a  focus on the bottom of the pyramid.

It may be clarified that financial upgradations under MACPS would continue to be granted in the successive grade pay in the hierarchy of recommended revised pay band and grade pay as given in Section 1, Part-a of the first Schedule of the Railway Services (Revised Pay), Rules, 2008 and not in the promotional hierarchy, where functional promotion are allowed in the same Grade Pay, MACP benefits would also be regulated in the Grade Pay only.

The undersigned is directed to refer to AlRF’s letter No.AlRF/MACP/2014 (302), dated 07.10.2014 and to state the matter has already been consulted with DoP&T, the nodal department of Govt. on MACPS, and they have advised as under:

As regards the Order dated 31.05.2011 in CA No. 1038/CH/2010 (Raj Pal vs UOI) of Hon’ble CAT, Chandigarh which was upheld by the High Court and Apex Court, it may be stated that the Apex Court has not considered the issue on merit. The said SLP was dismissed due to insufficient explanation to condone the delay in the filing of the SLP. As regards implementation of CAT Order dated 9.5.2012 in GA No. 141/2012, the administrative Department was advised for implementation for the petitioners only subject to outcome of Review Petition in view of Contempt case. It may also be stated that generally the judgments passed by Hon’ble Tribunals/Courts are applicable/implemented to the specific case, unless there is any direction for similar dispensation to be extended to similarly placed persons. Hence, the above Orders pronounced favoring the applicants by the Tribunal/Courts and implemented on attaining finality or due to contempt or due to any other reason may be taken as exceptions/aberration.

In the matter, DOP&T have advised to maintain status quo with regard to the provisions for grant of MACPS benefits. It may be clarified that financial upgradations under MACPS would continue to be granted in the successive grade pay in the hierarchy of recommended revised pay band and grade pay as given in Section 1, Part-a of the first Schedule of the Railway Services (Revised Pay), Rules, 2008 and not in the promotional hierarchy, where functional promotion are allowed in the same Grade Pay, MACP benefits would also be regulated in the Grade Pay only.

Since, DoP&T is the nodal department on MACP Scheme and financial upgradation under the Scheme are regulated as per instructions/clarifications issued by them from time to time. In view of the above, it is not feasible to deviate from the instructions issued by the nodal deptt. on the subject viz. DoP&T.

NEW DELHI: E-commerce giant Amazon wants to do in India what Alibaba did in China. Amazon's India head Amit Agarwal on Tuesday met telecom and IT minister Ravi Shankar Prasad and urged him to allow the use of new technologies such as real-time tracking and monitoring devices on the India Post network to develop a delivery mechanism based on smart logistics.

The government has sought a detailed proposal from Amazon, to which it will respond, a person familiar with the details of the meeting told ET. Amazon wants to leverage an improved India Post network to ramp up its delivery mechanism to within 24 hours anywhere within the country.

Agarwal was accompanied for the meeting by Monique Meche, Amazon's vicepresident for international public policy. In an emailed response to ET's query, Amazon said that it is "looking for ways to deepen" its relationship with the Indian postal service which started last year. It currently uses the Indian postal services as a delivery channel, but it is looking to deepen this further, in line with what Alibaba did in China.

Alibaba was the first e-commerce company to tie-up with a government postal agency in China. Right before it hit the capital markets with a multi-billion dollar issue, Alibaba tied up with China Post to share warehouses, processing centres and delivery resources, all part of a smart logistics network providing easier and faster delivery services to online sellers. Prasad also discussed prospects for pushing trade and commerce in rural parts of the country in a big way and how e-commerce websites such as Amazon could play a big part in giving a platform to small-time retailers and entrepreneurs in the hinterland through its market place models.

AADHAAR BASED DIGITAL LIFE CERTIFICATE FOR CENTRAL GOVT PENSIONERS

Life Certificate for retired employees to be submitted in November every year

Retired Central Government employees, pensioners and those drawing family pension will have to submit Life Certificates at the banks where they draw their pensions.

Until about a few years ago, pensioners had to go to their respective banks in order to withdraw their monthly pensions. Usually there would always be some clerical glitches or delays in distributing the pension funds causing immense hardship to the pensioners. In order to rectify this hurdle, the Government began distributing pension via ATM cards through their respective banks. Pensioners didn’t have to go to the banks anymore to collect their pensions. But, once every year, they are required to go to the banks in person, sign and withdraw the pensions.


From 2012 onwards, it has been made mandatory for pensioners to submit Life Certificates in revised format in the month of November. The banks have to be informed immediately if the pensioner dies. In order to avoid potential malpractices and cheatings, pensioners are asked to submit life certificates, in order to prove that they are alive.

Now, the Central Government has decided to introduce the life certificate to go with digital formation.

‘Jeevan Pramaan Scheme’ an Aadhaar card based digital life certificate for Central Govt Pensioners and family pensioners introduced by the Department of Electronics and Information.

The modern life certificate brings the details of the pensioner including biometric information. The complete data will be transfered to central database on real-time basis. According to the information received, pension disbursing agency to access digital life certificate. This will conclusively establish that the pensioner was alive at the time of authentication.

The software application system will be made available to pensioners and other stakeholders on a large scale at no extra cost. It can be operated on a personal computer or a smartphone, along with an inexpensive biometric reading device. This facility will also be made available at Common Service Centres being operated under the National e-Governance Plan, for the benefit of pensioners residing in remote and inaccessible areas.



 

WHEN MARRIED SON IS ELIGIBLE FOR COMPASSIONATE APPOINTMENT, WHY NOT A MARRIED DAUGHTER, ASKS MADRAS HC

CHENNAI: Why is it that a married daughter of a deceased government employee is not eligible for appointment under compassionate grounds while a married son is eligible, Madras high court has wondered. 

Ruling in favour of a complainant on Thursday, Justice D Hariparanthaman said: "There cannot be any discrimination between a married son and a married daughter.... Making discrimination between a son and a daughter on the ground of marriage is arbitrary and violative of fundamental right to equality." 


The matter relates to a writ petition filed by P R Renuka, stating that her father, an office assistant working in the animal husbandry department, died while he was in service in February 1998. He left behind his wife and three married daughters, besides an unmarried daughter.
