 SUCCESSFUL CONDUCT OF THE 4TH CIRCLE CONFERENCE OF POSTAL AND RMS CASUAL AND CONTRACT WORKERS UNION, TAMILNADU CIRCLE. * 













The 4th Circle Conference of Postal and RMS Casual and Contract Workers Union, Tamilnadu Circle was held on 19.2.2023 in Chennai at Dharmaprakash Hall. The Conference was presided over by Com Sivagurunathan, Circle President in the presence of Com A. M. Sekar, Working President.

Com R. B.Suresh, Chairman, Reception Committee welcomed the leaders and the gathering. 

Com Janaradan Majumdar, Secretary General, NFPE inaugurated the Conference. 

Com C.C. Pillai, All India President PRCCWU and Com D.B. Mohanthi, GS, NFPE P4 delivered the special address.

Veteran P&T leader Com J. Ranganathan, Comrades M. Duraipandian, WP, Confdn TN, A. Veeramani, Circle Secretary, P3, NFPE, B. Paranthaman, Circle Secretary, NFPE P4, R. Vishnudevan, Circle Secretary, AIPEU GDS, P. Mohan, State Secretary AIPRPA, K.R. Ganesan and G. Narasimhan, R. Santhanam, T. Gunasekaran, V. Nirmala State OBS, AIPRPA and other leaders greeted the Conference.

Delegates participated in the discussion and offered valuable suggestions.

The Resolutions were moved by Com M. Sudhakaran, District President, Coimbatore and unanimously adopted.

The Conferences ended with thunderous slogans.

 *Meeting with the Chief PMG* 

On 20.2.2023, a delegation consisting of All India Leaders Comrades C. C.Pillai  and D. B. Mohanthi accompanied by Comrades D. Sivagurunathan, A. M. Sekar, K. R. Ganesan, M. Sudhakaran, CBE met the respected Chief PMG, Tamilnadu Circle and handed over the copy of the Resolutions adopted in the Conference. The Chief PMG assured positively on the Resolutions.

The issues of Equal wages for Equal Work and appointment of casual labourers who were left out in the Dovetailed List as GDS in Tambaram Division, reinstatement of three lady workers in Coimbatore BPC, timely payment of wages to Part time and Scavenger were discussed with the Chief PMG.

In respect of the disengaged three lady staff at Coimbatore BPC, the Chief PMG assured to settle the issue through Coimbatore RO.

In all, the discussion with the Chief PMG was positive and constructive.

Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:

(a) whether the Government has the details of the revision of Income criteria for determining OBC Non-Creamy Layer status of candidates over the years, including the latest revision;

(b) if so, the details thereof for the last twenty five years;

(c) whether the Government has received any recommendation to revise the present income criteria of Rupees Eight Lakh per annum and if so, the details thereof:

(d) whether the Government proposes to revise the limit to Rupees Twelve Lakh before the completion of the next financial year; and

(e) if so, the details thereof and if not, the reasons therefor?

(a) & (b): The income criteria for determining OBC Non- Creamy layer status of candidates was fixed as Rs.1.00 lakh per annum at the time of introduction of the OBC reservation scheme on 08.09.1993. This income limit has since been revised four times so far, as under:

OFFICE MEMORANDUM

Sub: Central Government Employees Group Insurance Scheme-1980 – Tables of Benefits for the savings fund for the period from 01.01.2022 to 31.03.2022.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.01.2022 to 31.03.2022, as worked out by IRDA based on the interest rate of 7.1% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(4)-B(PD)/2021 dated 03.01.2022, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these Orders are issued in consultation with the Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

Two days Regional Study Camps under the banner of NFPE

NFPE Kerala Circle has decided to hold  Regional level study camps on the following subjects.

1 Neoliberal policy and its impact on public sector & workers .

2 Media & democracy

3 Problems faced by women & gender equality.

4 .Secularist India - challenges 

5 Cultural Issues.

6 P & T trade union history & new challenges.

        Minimum 200 Postal - RMS workers will attend in each region and experts on each subject will take clases .It has been decided to ensure 60% participation of youngsters and adequate participation of women comrades. HQ Region study camp held at Trivandrum on 4,5 feb.

Northern Region camp will be held on 11,12  feb at Kannur and Central region at Irinjalakuda on 18, 19 Feb. 







 Joint Working Committee Meeting of AIPEU GR C/ Postman and MTS of Central Kolkata Divn. Com. Janardan Majumdar, SG, NFPE, Com Suvash Chakravorty, ASG, NFPE and Com Tapan Bhowmik, GS, AIPEUGDS were felicitated in the meeting and they also addressed the meeting.
