EXEMPTION FROM THE ROUTINE EXERCISE OF TRANSFER/ ROTATIONAL TRANSFER WHO IS A CARE-GIVER OF DEPENDENT WITH SPECIFIED DISABILITY: DOPT ORDER

Subject: Exemption from the routine exercise of transfer/ rotational transfer.

Considering that transfer of a Government employee who serves as the main care giver of persons with disability would have a bearing on the systematic rehabilitation of persons with disabilities, the Government issued OM of even number dated June 6, 2014 to exempt such employee from routine exercise of transfer/rotational transfer, subject to administrative constraints.
2. The scope of disability initially had covered (i) blindness or low vision (ii) hearing impairment (iii) locomotor disability or cerebral Palsy (iv) leprosy cured (v) mental retardation (vi) mental illness and (vii) multiple disabilities, which subsequently, vide OMs of even number dated November 17, 2014 and January 5, 2016, was further extended to include `Autism’, `Thalassemia’ and `Haemophilia’.

3. With the enactment of the Rights of Persons with Disabilities Act, 2016 on April 17, 2017, the following instructions are issued in supersession of the above-mentioned OMs of even number dated June 6, 2014, November 17, 2014 and January 5, 2016 with regard to the eligibility for seeking exemption from routine exercise of transfer/rotational transfer:
(i) A Government employee who is a care-giver of dependent daughter/son/parents/spouse/brother/sister with Specified Disability, as certified by the certifying authority as a Person with Benchmark Disability as defined under Section 2(r) of the Rights of Persons with Disabilities Act, 2016 may be exempted from the routine exercise of transfer/rotational transfer subject to the administrative constratints.
(ii) The term “Specified Disability” as defined in the Schedule to the Rights of Persons with Disabilities Act, 2016, covers (i) Locomotor disability including leprosy cured person, cerebral palsy, dwarfism, muscular dystrophy and Acid attack victims (ii) Blindness (iii) Low-vision (iv) Deaf (v) Hard of hearing (vi) Speech and language disabilities (vii) Intellectual disability including specific learning disabilities and autism spectrum disorder (viii) Mental illness (ix) Disability caused due to: (a) Neurological conditions such as Multiple sclerosis and Parkinson’s disease (b) Blood disorder- Haemophilia, Thalassemia and Sickle cell-disease and (x) Multiple disabilities (more than one of the above specified disabilities) including deaf blindness and any other category of disabilities as may be notified by the Central Government.
(iii) The term `Specified Disability’ as defined herein is applicable as grounds only for the purpose of seeking exemption from routine transfer/ rotational transfer by a Government employee, who is a care-giver of dependent daughter/son/parents/spouse/brother/sister as stated in Para 3(i) above.
4. All the Ministries/Departments are requested to bring these instructions to the notice of all concerned under their control.

NO CHANGE IN THE CHARTER OF DEMANDS

SCRAP NPS WILL BE THE NUMBER ONE DEMAND.

Dear Comrades,

As you are aware, in the National Convention of Workers held at Mavlankar Hall, New Delhi on 28th September 2018, all the Central Trade Unions (except BMS) and all other independent Federations have declared two days nationwide strike on 8th & 9th January 2019 against the anti-people and anti-labour policies of the NDA Government.

In the resolution adopted in the June 10th Hyderabad National Convention of Confederation and also in the National Secretariat meeting held thereafter, we have decided that the 2018 November 15th strike of Confederation will be changed, if the Central Trade Unions declare nationwide strike, so that the dates of both strikes will be synchronized to make it a joint strike.

Accordingly, the National Secretariat of Confederation has decided to postpone the 15th November 2018 strike to 2019 JANUARY 8th & 9th. The strike will be for two days. There is no change in the Confederation charter of demands.

SCRAP NPS AND RESTORE OPS FOR ALL
will be the number one demand. All India State Government Employees Federation has also decided to postpone the strike to 2019 JANUARY 8th & 9th.

CENTRALIZED ONLINE GPF MODULE ROLL OUT

Sub:- Centralized online GPF Module roll out - regarding

Reference is invited to this office OM. No. ITO-CGA/07/11/GF-MIDS/Pt. FileNol.2/163 dated 09 May 2017 regarding complete roll out of Centralized online GPF module. The module can be implemented in PAOs whose all DDOs are using Employees Information System (ElS) for generation of Salary Bills.

2. For migrating to the online GPF module on PFMS, PAOs have to complete some activities in "COMPACT" as per the annexure-I before exporting the GPF data from COMPACT to PFMS portal.

3. The merged DDOs of the PAOs are also required to upload the current year GPF data on the PFMS Portal. Merged DDOs have been provided with an offline utility with in EIS to enter data for uploading.

4. In view of the above, all Pr. CCAs, CCAs, CAs (with independent charge) are requested to direct the PAOs under their control to complete the activities mentioned in Annexure-I in COMPACT at the earliest possible.

Annexure-I

PRE-REQUISITES FOR ON BOARDING THE ONLINE GPF MODULE

1. General/Basic Information like Name, Date of Birth, Date of Joining Government Service, PAN Number of all GPF subscribers may be verified and updated
2. GPF Accounts of subscribers may be made up to date with posting of GPF credit/debit data.
3. May be ensured that noGPF bill is pending for pass and payment.
4. Voucher Incorporation from PFMS to COMPACT may be done for all Bills.
5. Opening Balances of current F.Y. may be verified and interest calculation and finalization of interest of previous year may be completed and data is transferred to F.Y.2018-19.
6. It may be ensured that any discrepancy, if noticed has been removed before shifting to PFMS.
7. May be ensured that GPF Advance recoveries data is correct.
8. It may be ensured to register Digital signature Certificate (DSC) in COMPACT.
9. Before creating final file, PAO should take backup of the data base.
10. GPF Accounts which are transferred out or final payment made may be closed at DH level through the option “Account Closing".

Sub: Clarification regarding drawl of Composite allowance to GDS BPMs an implementation of recommendations of One Man committee on wages and allowances of Gramin Dak Sevaks (GDS)

The undersigned is directed to refer to this Directorate’s O.M, of even number dated 25th June, 2018 implementing the recommendations of One Man committee on wages and allowances of Gramin Dak Sevaks (GDSs). In Annexure-I to the aforesaid OM dated 25,062018, it has been laid down that the existing Office maintenance allowance payable to the BPMs @Ids 100.- Per month is replaced by a Composite Allowance For BPMs only and is revised as follows,-
(i)        BPMs providing GDS Post Office accommodation which meets the prescribed standards – Rs 500.
(ii)       BPMs having BOs at non-standard/rent free accommodation Rs.250/-
2          .References have been received seeking clarification for drawl of Composite Allowance which -accommodation is to be treated as standard accommodation or non standard accommodation This issue has been examined in the light of the recommendations made by the One Man Committee headed by Shri Kamlesh Chandra, Retired Member, Postal Services Board and the Committee of Group of Officers and it is seen that for standard accommodation following criteria should be met:.
(i) The GDS Post Office should be situated in one of the following accommodations in order of preference:–
(a) Building owned ‘by Gram Panchayat
(b) Building owned by Central Government or by State Government such as schools or offices:
(c) BPM’s own house.
 (d) Proper rented accommodation in a busy place of village
(e) Building owned by NGOs
(ii) Location: The GDS Post Office should be located in the main busy part of the village.
(iii) Size: The minimum size of GDS Post Office should not be less than 100 sq. feet preferably in 10 x 10 dimensions and in ground floor.
(iv) Approach: The post office should have direct access/approach from village road and should be located in front portion of the building in which it is housed. The GDS Post Offices should not be housed in Varandah, Courtyards, Kitchen, under the stairs, bed room, damaged rooms, and makeshift arrangements, isolated building outside the village etc. which are difficult to access/approach by the customer.
(v) Structure: The GDS Post Office accommodation should preferably be a Brick Mortar structure to ensure safety and security. The room should be properly ventilated and lighted and should properly ventilated and lighted and should be properly maintained and white washed.
(vi) Power Supply: The post office room should have electrical power connection for charging of handheld devices and running fan, electricity bulb etc. and a suitable place to install solar panels.
(vii) The accommodation for the GDS Post Office should be exclusively available for post office use. It may work from a village shop but post office working from shop should have an exclusive space to keep the registers, micro ATMs and other items apart space for prominently exhibiting the signage etc giving due importance to post office.
3. In view of this, it is clarified that the BPMs who fulfills prescribed standards mentioned above will be entitled for the drawl of composite allowance @ Rs.500/- Further if the BPMs having Post Office in rent free government accommodation and staying in the Post village will be entitled for the composite allowance @ Rs.250/- equal to the remaining BPMs having non standard accommodations (those who are not fulfilling above standard are treated as non standard accommodations).
4. The above provisions may be brought to the notice of all concerned for information, guidance and necessary action.

5. This issues with the approval of the competent authority.
