Ø Dear comrades,
We are passing through
a cross road of attack of policies as a whole Postal, RMS, Accounts,
Administrative and GDS (Postal Workers) particularly member of NFPE are
attacked by the administration. De-recognition of NFPE on flimsy ground at the
same time AIEPU Group ’C’. Not only attack on only NFPE and AIPEU Group ‘C’
attack is started through negative policies and rivalry of union and
association, then definitely the attack will be effected on other cadres. It
has already reflected to stop promotion of MTS to Postman and Mail Guard on
seniority cum fitness basis. LGO examination ration reduced to 40% & 60% on
experimental basis for the year 2022, BYOD on Postman cadre RTN attack on RMS.
Central Delivery Centre for reducing number of delivery post offices in urban
areas. So attack, attack and attack, attack on labour laws, attack on LIC,
attack on Banks, attack on common man, attack on Defence in the name of Agnee
Vir. Postal Department also attacked by the policy.
2. Federation NFPE in the Postal
Department, put pressure on Government as well as administration through its
agitational progrramme. So, to protest and prevent the attack and save the
Department of Posts from above attack. We as NFPE as a whole started our
programme how to save the Department of Posts from privatization.
3. Agitate, agitate and agitate yourself,
gathering knowledge of attack and motivate to the members of NFPE, postal
family, agents and public as a whole. So NFPE in the Circular dated 06-07-2023 elaborately
reflected the programme. 5th to 7th July wearing of
demand cards, badges and demonstration at work spot.
4. On 13th August, 2023 there
will a convention of all affiliates attending by All India Office Bearer,
Circle Secretaries, Circle President which is clearly mentioned in the NFE
circular. The venue of convention is M.P. Club, North Avenue, New Delhi. The
convention will be started at 1000 AM sharp. The Office Bearers of CHQ and
Circle Secretaries are requested to attend the convention without fail.
5. The details of delegates comrades
attending 20th and 21st July Dharna may be intimated to
the CHQ by 10th of July, 2023. Ambedkar Bhawan has been booked for
our comrades 19th & 20th July, 2023. On 21st
July morning Bhawan will be vacated by our members. Note that, all Circles must bring
placard banner, specially placards of Telangana, Karnataka, Kerala and
Maharashtra Circle Union 25 point charter of demands flex. Others also bring
their Circle banner and placards. Dharna with uniform.
6. Divisional Secretaries are requested to submit a consolidated figure of
pending TA Bills to their Circle Secretaries by 14th of July, 2023
and post in the respective AIPEU P4 Circle, Circle Group’s, pending since the
year must be mentioned. This Circular may be circulated through Circle Group’s
AIPEU P4 Circle by which the message will reach the grass root Comrades.

प्रिय साथियों,
हम नीतियों के हमले के चौराहे से गुजर रहे हैं क्योंकि संपूर्ण डाक, आरएमएस, लेखा, प्रशासनिक और जीडीएस (डाक कर्मचारी) विशेष रूप से एनएफपीई के सदस्य पर प्रशासन द्वारा हमला किया जा रहा है। एक ही समय में एआईईपीयू ग्रुप 'सी' के आधार पर एनएफपीई की मान्यता रद्द करना। केवल एनएफपीई और एआईपीईयू ग्रुप 'सी' पर ही हमला नहीं यूनियन और एसोसिएशन की नकारात्मक नीतियों और प्रतिद्वंद्विता के माध्यम से हमला शुरू किया गया है, तो निश्चित रूप से अन्य कैडरों पर भी हमला होगा। इसमें पहले ही वरिष्ठता सह फिटनेस के आधार पर पोस्टमैन और मेल गार्ड के लिए एमटीएस की पदोन्नति रोकने का विचार किया जा चुका है। वर्ष 2022 के लिए प्रयोगात्मक आधार पर एलजीओ परीक्षा ratio 40% और 60% तक कम हो गया, पोस्टमैन कैडर पर BYOD ने आरएमएस पर RTN के जरिये हमला किया। शहरी क्षेत्रों में वितरण डाकघरों की संख्या कम करने के लिए केंद्रीय वितरण केंद्र बनाना। हमला, हमला और हमला, श्रम कानूनों पर हमला, एलआईसी पर हमला, बैंकों पर हमला, आम आदमी पर हमला, अग्नि वीर के नाम पर रक्षा विभाग पर हमला। डाक विभाग पर भी गलत नीतियों का प्रहार|
2. डाक विभाग में फेडरेशन एनएफपीई ने अपने आंदोलनात्मक कार्यक्रम के माध्यम से सरकार और प्रशासन पर दबाव बनाया। इसलिए, विरोध करने, हमले को रोकने और डाक विभाग को उपरोक्त हमले से बचाने के लिए हमने समग्र रूप से एनएफपीई के अगुवाई में अपना कार्यक्रम शुरू किया हैं कि डाक विभाग को निजीकरण से कैसे बचाया जाए।
3. स्वयं आंदोलन करें, आंदोलन करें और आंदोलन करें, हमले के बारे में जानकारी जुटाएं और एनएफपीई के सदस्यों, डाक परिवार, एजेंटों और समग्र रूप से जनता को प्रेरित करें। इसलिए एनएफपीई ने दिनांक 06-07-2023 के परिपत्र में कार्यक्रम को विस्तृत रूप से दर्शाया। 5 से 7 जुलाई तक मांग पत्र, बैज पहनना और कार्यस्थल पर प्रदर्शन।
4. 13 अगस्त, 2023 को सभी सहयोगियों का एक सम्मेलन होगा जिसमें अखिल भारतीय पदाधिकारी, सर्कल सचिव, सर्कल अध्यक्ष भाग लेंगे, जिसका एनएफपीई परिपत्र में स्पष्ट रूप से उल्लेख किया गया है। सम्मेलन का स्थान M.P क्लब, नॉर्थ एवेन्यू, नई दिल्ली है। सम्मेलन ठीक 1000 बजे शुरू होगा. सीएचक्यू के पदाधिकारियों और सर्कल सचिवों से अनुरोध है कि वे अनिवार्य रूप से सम्मेलन में भाग लें।
5. 20 और 21 जुलाई के धरने में भाग लेने वाले प्रतिनिधियों की संख्या का विवरण 10 जुलाई, 2023 तक सीएचक्यू को सूचित किया जा सकता है। अम्बेडकर भवन हमारे साथियों के लिए 19 और 20 जुलाई, 2023 को बुक किया गया है। 21 जुलाई की सुबह भवन खाली कर दिया जाएगा। हमारे सदस्य ध्यान दें, सभी मंडलों को प्लेकार्ड बैनर, विशेष रूप से तेलंगाना, कर्नाटक, केरल और महाराष्ट्र सर्कल यूनियन के 25 सूत्री मांग पत्र फ्लेक्स के तख्तियां लानी होंगी। अन्य साथी भी अपने सर्कल के बैनर और तख्तियां लेकर आएंगे| धरना वर्दी के साथ होगा|
6. मंडल सचिवों से अनुरोध है कि वे 14 जुलाई, 2023 तक अपने सर्कल सचिवों को लंबित टीए बिलों का एक समेकित आंकड़ा प्रस्तुत करें और संबंधित एआईपीईयू पी4 सर्कल, सर्कल ग्रुप में पोस्ट करें, कौन वर्ष से लंबित, का उल्लेख किया जाना चाहिए। यह सर्कुलर सर्कल ग्रुप के AIPEU P4 सर्कल के माध्यम से प्रसारित किया जा जाना जाये, जिससे संदेश जमीनी स्तर के साथियों तक पहुंच जाएगा।
एनएफपीई सर्कुलर इसके साथ संलग्न है।
ध्यान दें:- सभी परिमंडल सचिवों से अनुरोध है कि वे यह जानकारी दें कि 20 एवं 21 जुलाई 2023 को धरना कार्यक्रम में कितने सदस्य शामिल होंगे।
